Please include the following item on the City Commission Regular Agenda for public hearing and consideration of an ordinance levying the maximum assessments on lots, pieces and parcels of land in the City of Lawrence, Kansas, to pay the costs for the construction of a left-turn lane, westbound on Kansas Highway 10 (K-10) at the intersection of E 1600 Road (O’Connell Road), and an eastbound deceleration lane on Kansas Highway 10 (K-10), at the intersection of E 1600 Road (O’Connell Road) including property acquisition, intersection improvements, sub-grade stabilization, and other necessary and appropriate improvements, as authorized by Resolution 6686.
Project Status: The Commission will open a public hearing for:
Improvements: Construction of a left-turn lane, westbound on Kansas Highway 10 (K-10) at the intersection of E 1600 Road (O’Connell Road), and an eastbound deceleration lane on Kansas Highway 10 (K-10), at the intersection of E 1600 Road (O’Connell Road) including property acquisition, intersection improvements, sub-grade stabilization, and other necessary and appropriate improvements.
Method of Assessment: Based upon a ratio of the square footage of each lot/parcel to the square footage of the entire improvement district.
Apportionment of Costs: These improvements shall be paid 100% by the improvement district and 0% by the city at large.
Estimated Total Project Cost: $794,585.00
Project History: In April of 2005 the City Commission approved Resolution 6585 establishing the benefit district and ordering the construction of the westbound left-turn lane on K-10 to southbound O’Connell Road. With the continued proposed development of the area (Fairfield Farms, east and west) an eastbound right-turn lane became necessary. Tying these projects into a larger project is expected to improve construction costs. In October of 2006 the City Commission approved Resolution 6686 establishing the benefit district and ordering the construction of westbound left and east bound right turn lanes at the intersection of K-10 and O’Connell Road. Construction Plans for the left-turn lane are complete. Construction plans for the right-turn lane are expected to be completed by the end of July 2007. These two projects will be let for bid as soon as the construction plans are complete.
Action Requested: Hold public hearing and, pending comments, approve Ordinance 8121 setting out the findings of the Governing Body adopting the maximum assessments for each tract of land within the benefit district.
