Please include the following item on the City Commission consent agenda for consideration at the June 26, 2007 meeting:
Authorization for the City Manager to negotiate a contract with the engineering firm of Kansas Engineering for instrumentation and control engineering services (to include, HMI and PLC programming, revision of existing HMI and PLC programming standards, control panel design and documentation and training of city staff) in support of the City supplied supervisory control and data acquisition system as part of the Clinton Water Treatment Plant Phase II Expansion.
Summary. On Wednesday, May 16, 2007 staff received proposals from two engineering firms in response to the Request for Proposals for Instrumentation and Control Engineering Services for the Clinton Water Treatment Plant Phase II Expansion project.
Staff has evaluated the proposals and has determined that the Kansas Engineering proposal best meets the City’s needs.
Project Description. The proposed work is in support of the city supplied supervisory control and data acquisition systems that are part of the current Clinton Water Treatment Plant Phase II Expansion.
Project History. On April 17, 2007 the City Commission authorized, along with the award of the construction contract for the Clinton Plant project and the overall project budget, the advertisement of a Request for Proposals for instrumentation and control engineering services (to include, HMI and PLC programming, revision of existing HMI and PLC programming standards, control panel design and documentation and training of city staff). On April 23, 2007 the Utilities Department solicited proposals for Instrumentation and control engineering services for the Clinton water treatment phase II expansion project.
Project Status. Wednesday, May 16, 2007, in response to the Request for Proposals, the Utilities Department Staff received proposals from two engineering firms. Proposals were received from MKEC Engineering Consultants and Kansas Engineering.
A review committee consisting of Department of Utilities staff evaluated the two proposals. Staff consistently ranked Kansas Engineering as the highest qualified firm. The following criteria were used:

Project Funding. Funding for these services will come from the bonded construction fund for 2005/2007.
