Meeting called to order at 11:45

 

Review Minutes from Meeting on May 17th, 2007

Porter suggested the minutes be amended to included section AF103.5 as part of the rough in system. 

 

Porter motioned to amend the minutes to include section AF103.5. Seconded by Smalter.  Motion passed 5-0.

 

Review draft ordinances

The Board reviewed the amendment adopting appendix F of the 2006 IRC.

 

The Board discussed the wording of the identification sticker.

 

Porter moved to have the wording on the sticker remain as presented in the draft document.  Seconded by Queen.  Motion passed 5-0.

 

Queen suggested the sticker be orange or florescent green. He also stated the City could provide the stickers for the contractors to affix to the vent pipe.

 

Stogsdill suggested the City could provide a form that a contractor could download and print out on stickers from Office Depot.

 

Queen said for the small number of new single family homes the City could provide the stickers. The inspectors could put them on as part of the inspection

 

Craft and Smalter agreed.

 

Craft added the City could provide the stickers to the plumbers to place them on in the attic when they roughed in the pipe. Stickers are required in every location where the pipe would be visible.

 

Smalter asked at what stage of construction would the inspection occur.

 

Jones replied the sub-slab portion could be inspected during the rough in plumbing inspection. The above ground portion could be inspected during the stackout inspection.

 

Queen said that he feels the City could provide the sticker. He cannot imagine the stickers costing more than 20 cents.  For what the builders are paying in permit fees the sticker should be included.

 

Craft said the important point is that the sticker size and wording should be consistent and not scribbled on with a marker.

 

Smalter said at least the stickers could be made available through the City.

 

Queen said he would suggest the City make out about 5,000 stickers and pass out 50 or so to the plumbing contractors. If the sticker is not on the pipe at the time of the inspection the City could fail the inspection.

 

Stogsdill said that it is the responsibility of the Board to make clear what the intent is and let staff administer the policy or code. The Board feels that the sticker should be consistent, be a certain size, have certain wording and be affixed to the pipe per code. It’s up to the City to make it happen.

 

The Board agreed.

 

Queen said that he is concerned that there are no rules in the code to tell the installer how much of a horizontal run is too much.

 

Jones said he would typically apply the rules for a gravity vent.

 

Queen said those rules would not apply if a fan was attached.

 

Craft said if a fan was attached the amount of horizontal run wouldn’t matter

 

Craft said that if the system can be stubbed out as straight as possible the system could perform perfectly as a passive system.

 

Queen said that he just didn’t want to be failed for too much horizontal run.

 

Porter moved to adopt the draft of the Appendix F and include it as part of the IRC.  Seconded by Smalter.  Motion passed 5-0.  

 

Jones advised that he would amend the Energy Code to include the score of 80 as a passing score for the Home Energy Rating System.

 

The Board discussed the IBC.

 

Porter asked if there was a list of changes for the IBC.

 

Jones said the Board reviewed the 2003 IBC and staff provided reference materials comparing the 2003 IBC to the 2006 IBC.  When the Board reviewed the 2003 IBC it did not recommend any changes. The Board recommended adopting the appendix for Agricultural buildings, Flood Resistant Construction, Signs and Patio Covers. Jones said that he included those appendices in the draft of the 2006 IBC.  The other appendix that is in the draft is appendix J Grading. The Board discussed grading requirements on residential properties. There was no grading appendix in the 2003 IBC but it is now included as part of the 2006 IBC.  Jones said he included it in the draft for discussion.

 

Porter asked the Board if it would entertain a motion to adopt the 2006 IBC as is.

 

Craft said also considered the same motion. Adding if an issue came up then the Board could address it at a later date.

 

Queen said he would like to take a quick look at the reference material.

 

Porter said that most of the changes in the structural section had to with seismic loads, which was not an issue in this part of the country.

 

Jones said one of the significant changes is the accessibility for commercial building, churches and fair housing requirements are now included in the building code.

 

Stogsdill noted that the self closers for doors between the garage and the dwelling are now part of the code.  

 

Porter moved the Board adopt the 2006 IBC as is. Seconded by Craft.  Motion passed 5-0.

 

The Board decided to review the International Existing Building Code for the next board meeting.

 

Jones said that he would have all of the drafts ready for the next meeting.

 

Motion to adjourn made by Porter Second by Craft. Motion passed 5-0.
