River City Reading Festival Request for 900 Block New Hampshire Street Closure on Sunday October 14

The River City Reading Festival recently submitted an amended application for use of right of way requesting the closure of a large portion of the 900 block of New Hampshire (specifically 100 feet south of the 9th street intersection to 200 feet north of the 10th street intersection – see attached map - revised 06/18/07) on Sunday October 14, 2007 from 1 am to 10 pm. The primary event will be within the Arts Center and Festival staff is requesting the use New Hampshire Street for self supporting tents to be set up in the street for supplemental events such as book signings and book and food vendors. The original application was routed to City departments earlier this year and the only comment came from the Fire/Medical Department. Chief Bradford noted the need for a 20 foot wide emergency services lane in the right of way for access to the Parking Garage. The amended application was revised to carve out that 20 foot area and Chief Bradford has since approved of the use.
Recommendation
The River City Reading Festival has submitted the necessary requirements
for the use of the right of way, including proof of insurance listing the City
as a certificate holder, and including approvals from The Salvation Army,
PepperJax Grill, and 9-10, L.C. As such, staff recommends approval of the
amended application for use of right of way.
