Please include the following item on the City Commission consent agenda for consideration at the June 12, 2007 meeting:

Award the contract for the Kaw Water Supply Low Service Pump Station No. 2 Improvements to the low bidder Walters Morgan Construction in the amount of $569,750.00 and authorize the City Manager to execute a contract for the project.

Project Description

The 2003 Master Plan identified several projects for the Kaw Water Treatment Plant.  The required projects include improvements to the water supply facilities (intake system and pumping units) as well as the transmission lines leaving the water treatment plant.

 

Project History

On January 24, 2006 the City Commission authorized an Engineering Services Agreement with Burns & McDonnell/PEC for the evaluation of the 2003 Water Master Plan projects identified for the intake, raw water pumping and finished water transmission mains at the Kaw Water Treatment Plant.

 

Based on the results of the evaluation of the raw water pumping system, staff recommended moving forward with the design of the proposed improvements to increase the firm capacity of Low Service Pump Station No.2 (map attached). On November 28, 2006 the City Commission authorized a supplemental agreement to the Engineering Services Contract with Burns & McDonnell for final design and construction phase engineering services.

 

Burns & McDonnell completed the design and bid documents related to the Kaw Water Treatment Plant Low Service Pump Station No.2 Improvements. The designed improvements provide for increased firm pumping capacity of the raw water supply to 17.5 mgd at low river elevations (the rated capacity of the treatment plant). The current firm pumping capacity at low river conditions is 15.0 MGD.

During the May 1, 2007 City Commission meeting a bid date of June 5, 2007 was set for the project.

 

Project Status

The bid opening was held on June 5, 2007 and the following bids were received from five contractors;

 

Walters Morgan Construction          $569,750.00

Foley Company                            $613,590.00

P1 Group                                    $620,900.00

CAS Construction                          $674,000.00

Facilities Construction Group            $741,663.00

Engineer’s Estimate                       $650,000.00

 

Attached to this memo are the bid tabulation and a recommendation from Burns & McDonnell recommending award of the project to the low bidder Walters Morgan Construction.  The Utility Department staff is in agreement with the recommendation.

 

Project Funding: 

Funding for the construction will come from the Department of Utilities bonded construction fund.

Action Request:  Utilities staff requests approval from the City Commission to award the contract for the Kaw Water Supply Low Service Pump Station No. 2 Improvements to the low bidder, Walters Morgan Construction, in the amount of $569,750.00 and authorize the City Manager to execute a contract agreement for the project.
