KDOT applications for KLINK, Geometric Improvements, and Economic Development are due July 2, 2007.
For 2008 the City of Lawrence has been approved for mill and overlay of 23rd Street/K-10 from Iowa to Louisiana.
KLINK Recommendation:
Joint repair on 23rd Street from Haskell Avenue east to the city limits. The estimated cost is $520,000 (KDOT - $200,000; City - $320,000).
GEOMETRIC IMPROVEMENTS, Fiscal Year 2011 – KDOT will participate at the rate of 80% with 20% local match up to a maximum of $900,000. These projects are limited to city connecting links, i.e. state and federal highways only. City participation above the 20% minimum is encouraged by KDOT.
1. Center left-turn lane on West 6th Street from Folks Road to approximately 1,000 feet west of Monterey Way (Hy-Vee). In 2004 traffic counts on 6th Street at this location were 19,700 vehicles per day. To accommodate the proposed left-turn lane, 6th Street will be widened approximately 12 feet. Three year accident data shows 48 reported accidents. Estimated total project cost: $1.2 million (requesting from State: $900,000; City share: $300,000).
2. Intersection of Iowa and 25th Street. Proposed improvements include left-turn lanes on 25th Street at this intersection for both eastbound and westbound traffic. In 2004 traffic counts on Iowa Street at this location were 27,400 vehicles per day. The proposed improvements will alleviate traffic congestion and improve traffic safety at this intersection. Three year accident data shows 22 reported accidents. Estimated total project cost: $950,000 (requesting from State: $760,000; City share: $190,000).
3. Intersection of US-40 (6th Street) and Michigan Street. Proposed improvements include left-turn lanes on Michigan Street (warranted by traffic volume) at this intersection for both northbound and southbound traffic. Traffic counts in 2001 were 32,515 vehicles per day on 6th Street and 6,880 vehicles per day on Michigan Street. Projected future (year 2025) traffic volume on 6th Street is 55,910 vehicles per day. Left-turn lanes on Michigan Street, for both northbound and southbound traffic, will allow better traffic flow and will extend the “green time” on US-40 (6th Street). Three year accident data shows 35 reported accidents. Estimated total project cost: $950,000 (requesting from State - $760,000; City share - $190,000, based on a 80/20 participation).
4. Intersection improvement at 9th and Iowa. Reconstruct the intersection at 9th and Iowa to include dual left-turn lanes and exclusive north to eastbound right-turn lane. Zarco recently purchased the Citgo facility and plans to offer biofuels. Discussions with the owner look very favorable to swap right-of-way allowing a larger single tract for development and providing the city with right-of-way for improvements at 9th Street. Three year accident data shows 39 reported accidents. The cost of this project, with water main replacement, is $1,925,455 (KDOT - $1,246,364; City share - $679,091).
Geometric Development Recommendation:
Staff recommends submittal of the center left-turn lane on 6th Street from Folks Road to approximately 1,000 feet west of Monterey Way. The speed limit is 45 MPH in this area. An unsafe condition occurs when motorists stop in the through lane to make a left-turn onto side streets. The center turn lane would allow left turning vehicles to move out of the way of oncoming vehicles improving the safety in this corridor.
ECONOMIC DEVELOPMENT, Fiscal Year 2011 – KDOT will participate to a maximum of $2,000,000. Local government must provide at least 25% of the total project cost. Local participation is considered to be a key item for project selection. Any prospective highway and bridge construction project which has the potential to enhance significantly the income, employment, sales receipts, and land values of the surrounding area may be considered for these construction funds.
In 2003 we submitted the purchase and consolidation of curb cuts and acquisition of public access easements on 23rd Street between Iowa and Louisiana. This would be in conformance with the recommendations in the 23rd Street Access Management Plan. This project was approved and has a total budget of $936,000 with an estimated City share of $436,000. This project has progressed slowly. The city is currently working with El Mezcal and CVS to obtain a consolidated entrance.
Last year the city submitted the extension of East Hills Drive to Franklin Road, and Franklin to K-10. Franklin is identified as an arterial for this area and this would provide a safe outlet to K-10 once this intersection is signalized. The estimated cost is $3,500,000. This project was well received and the Highway Commission, which reviews projects and makes recommendations to the Secretary, was very interested in the project. Funding, however, was limited and the city requested a significant match from the State. If the City Commission desires to submit this project, it would be recommended to participate at a higher percentage match – versus the 25% minimum. This would emphasize the importance of this project to the community.
Economic Development Recommendation:
Staff recommends the resubmittal of the East Hills Drive/Franklin Road project.
Action Requested: Discuss proposed projects and provide staff direction on which applications/projects to complete/submit.
