Please include the following item on the City Commission consent agenda for consideration at the June 12, 2007 meeting:

Resolution for Additional Funding for Kasold – Bob Billings Pkwy to 22nd St. This provides required additional funding to complete the street reconstruction project and cover remaining contract and change order items.

 

Project History.  Resolution No. 6647 was approved on May 2, 2006 authorizing issuance of $5,110,000 in general obligation bonds for engineering, construction and inspection work on the Kasold reconstruction project.  Costs to date are as follows:

Engineering                                                            $  270,735.03

Legal Fees                                                              $      1,170.00

Land/Easement Acquisition                                                $    38,836.00

Original Construction Contract (excluding waterline)   $4,786,999.61

Approved Change Orders                                         $    98,494.52

Total (excluding waterline paid by Utilities)                          $5,196,235.16

 

Proposed Project Details. Additional funding of $300,000 is being requested. Major items are:

·        Current project excess costs of $86,235.16.

·        Incentive payment of up to $100,000 to the contractor for early completion of the project as provided in the contract. At this time, it appears that the full incentive will be due the contractor.

·        Mill & overlay, repairs and striping estimated at $54,000 for Kasold from 22nd St, where the current project ends, and Clinton Parkway. This area has deteriorated considerably during construction and needs to be addressed before the entire project is open to traffic.

·        Upgraded pavement marking material that will last 2-3 times longer than the originally specified materials, estimated to add $29,000.

·        Replacement of median/island at 22nd St that was removed to accommodate commercial traffic during construction, estimated at $10,000.

·        Additional special sod, fencing and landscaping for residents along the project, estimated at $10,400.

 

Proposed Project Status.  The project is nearing completion. The mainline pavement is complete and the remaining work is primarily sidewalk, some curbs, medians, final grading and seeding, pavement marking and streetlight installation by Westar.

 

Project Funding. The project (other than waterline work) is funded from general obligation bond proceeds. The original bond issue was $5,110,000. The additional funding requested is also anticipated to come from bond proceeds.

 

Action Request.  Public Works staff requests approval of the proposed resolution for additional funding in the amount of $300,000 for Kasold.
