Engineering Contract.
19th Street (from Ohio Street to Alabama Street) – Geometric Improvements
19th Street is a minor arterial street that runs east/west from KU campus to east city limit.
Project Details
This project includes the completion of plans and specifications for the geometric improvements on 19th Street between Ohio street and Alabama street. More specifically, the improvements will include widening of existing pavement width to add and lengthen Center/Left turn lanes on 19th Street, installation of a Bus Turn out for school buses on Louisiana street, Mill and Overlay, construction of sidewalk on north side of 19th street, reconstruction of sidewalk on the south side of 19th street, construction of storm water inlets and Traffic Signal improvements at the intersection of 19th and Louisiana.
This project also includes replacement and relocation of an old 1930’s water main, the entire cost of which will be taken care of by the Utilities Department. In the upcoming weeks, the Utilities Department will initiate a separate agreement with BG Consultants for the Engineering Services related to the Water Line relocation. However, design and construction of the water line will be carried out simultaneously with the geometric improvements.
Project History / Status.
November 23, 2004: The city commission passed Resolution 6571 authorizing the issuance of general obligation bonds for a principal maximum amount of $250,000.00.
January 18, 2005: The city commission approves a contract with BG Consultants in the amount of $37,180.08 to perform a Feasibility Study and report.
February ??, 2006: Feasibility Study completed and report submitted to the City.
April 2006: The City Commission added this project to the 5-year Plan with KDOT.
April 2007: The City received seven responses to the Request for Qualifications.
May 2007: After a through review of the Qualification Statements, staff interviewed three consulting firms and selected BG Consultants to provide Engineering Services for this project.
The project schedule is very aggressive with plans to be completed by December, 2007 and construction to be completed by August, 2008.
As part of the Pavement Management Program, 19th street is scheduled for Mill and Overlay in 2008. Combining these two projects will provide a complete/finished project for the entire length of 19th street and will ensure efficient use of scarce funds.
Project Funding.
Estimated Construction Cost: $800,000.00 (not including water line relocation and replacement)
As part of City-State agreement, KDOT’s contribution: $300,000.00 (maximum)
General obligation bonds authorized by City Commission on Nov. 23, 2004: $250,000.00
Action Requested. Staff requests approval from the City Commission to authorize the City Manager to enter into an Engineering Contract with BG Consultants, Inc. in the amount of $76,873.14 for completion of plans and specifications for the geometric improvements of 19th Street (from Ohio street to Alabama street).
