You have been provided a copy of the Planning Commission Staff Report and the Planning Commission minutes for TA-03-02-07. The amendments contained in this report were presented to the Planning Commission on April 25, 2007. The Planning Commission recommended approval to each amendment contained within this report.
This report contained new language pertaining to Small Collection Recycling Facilities. Planning Staff discussed this new language with the Recycling Division of the Public Works Department to ensure that the proposed language would not cause conflict with the work of the Recycling Division. Planning Staff discussed the proposed amendment several times with Recycling Division Staff prior to the Planning Commission meeting, however a final meeting with Staff from the Recycling Division was not able to be scheduled until after the April 25 Planning Commission meeting. In presenting the original Staff Report to the Planning Commission, Staff noted that discussions with the Recycling Division were ongoing and that minor changes to the proposed language were likely and such would be made before scheduling the amendment for City Commission.
The outcome of discussion with the Recycling Division resulted in a few minor changes to the language for Small Collection Recycling Facilities from that which was originally approved by the Planning Commission. For this reason you have been provided a refined version of the proposed amendment for Small Collection Recycling Facilities. (See Attachment A to TA-03-02-07). This attachment presents the modified language per final comment from the Recycling Division. Staff recommends the City Commission adopt this language in place of the language provided in the Staff Report.
Recommended Action: Staff requests that the City Commission adopt the revised language proposed in TA-03-02-07 as recommended by the Planning Commission, with exception of that provided for Section 20-540 and adopt the language provided in Attachment A in place of the language provided for Section 20-540 in the Staff Report, as a result of further comments provided by the Recycling Division of Public Works.
