Williamsburg Place/Williamsburg Court

Public Hearing for Maximum Assessments

 

Please include the following item on the City Commission regular agenda for consideration at the May 22, 2007 meeting: 

 

Conduct a public hearing setting the maximum assessments for the benefit district for Williamsburg Court and Williamsburg Place for maintenance work including curb and gutter replacement and mill and overlay work.

 

Project Description/History.  Williamsburg Court and Williamsburg Place are private streets.  The Homeowners Association approached the city for assistance in providing street repairs (mill and overlay) and curb and gutter replacement.  The homeowners in the area have provided the city with access easements which will allow the city to do the described work.

On January 23, 2007 the City Commission authorized staff to proceed with this project.  On March 27, 2007 the City Commission approved Resolution 6710 ordering the project to proceed.  To provide the neighborhood with the best pricing, the city was to bid and contract the work along with our annual contracted summer maintenance program.  City staff would inspect the work and charge the benefit district appropriate costs.

Phase 1 of the city’s Mill and Overlay Program has been bid and the costs came in lower than originally estimated.  The maximum assessments are based, however, on the original estimate.  If an unforeseen condition is encountered additional costs could be incurred; therefore, it is prudent to base the assessment on the original estimate.  Only costs for the actual work completed will be assessed once the project is completed.   

Project Details.  The project will include curb and gutter replacement, mill and overlay, and base repairs where necessary. 

 

Project Funding.  All property owners have signed agreements to establish a benefit district and share equally in the costs for the project.  The project cost will be financed 100% through the benefit district, including inspection and financing costs (0% city). 

 

Action Request.  Open public hearing and, pending public comment, approve Ordinance 8106 establishing the maximum assessment for Williamsburg Court and Williamsburg Place.
