CALL TO ORDER

 

The monthly meeting of the Lawrence-Douglas County Health Board was held Monday,

March 26, 2007.  Chair Donna Bell called the meeting to order.

 

 

RECOGNITION OF RETIRING HEALTH BOARD MEMBERS

 

Donna Bell presented plaques to retiring Health Board members Sherri Vaughn, MD; Tom Liebl, DVM; and Gladys Sanders in appreciation of their years of service on the Board.

 

 

MINUTES

 

Gladys Sanders moved that the February Health Board minutes be approved.  Carl McElwee provided the second and the motion passed. 

 

 

UNFINISHED BUSINESS

 

There was no unfinished business.

 

 

ACTIVITY AND FINANCIAL/VOUCHER REPORTS

 

Tom Liebl moved that the Board accept the financial report for February. Gladys Sanders provided the second and the motion passed.

 

Sherri Vaughn moved that the Board accept the activity reports for February.  Tom Liebl provided the second and the motion passed.

NEW BUSINESS

 

2006 Annual Report

 

Sheryl Tirol-Goodwin, Communications Coordinator, distributed and reviewed the 2006 Annual Report with the Board.  Gladys Sanders moved that the Board accept the 2006 Annual Report.  Carl McElwee provided the second and the motion passed.

 

Sheryl Tirol-Goodwin also distributed the updated Health Department brochure and Project LIVELY pamphlet.

 

 

Preliminary 2008 Proposed Budget Discussion

 

Dan Partridge reviewed with the Board issues that could impact the 2008 budget. 

 

On the revenue side, Dan anticipates level funding for federal and state general fund support. The exception is a decrease in Maternal Child and Health funding by 10%. 

 

On the expenditures, we will see an increase in the pharmaceutical budget due to the addition of Gardasil vaccine.  The KPERS employer contribution will increase from 5.31% to 5.91%.  The mileage rate is expected to increase from $0.485 to $0.505.

 

 

Director’s Report

 

1.      Dan Partridge and the Board discussed the merits of moving the Board Designated Fund into a separate account in order to more clearly define the fiduciary obligations for these funds.  No action taken.

 

2.      Dan Partridge reminded all Board members of the Board Retreat on Saturday, April 14th, 2007, from 8:30 am to 12:30 pm at the Smith Center at Brandon Woods.  The facilitator will be Marvin Stottlemire.

 

3.      Dan Partridge reported that Douglas County Commission appointed Karen Shumate, RN, to the Health Board.  Karen will be replacing Sherri Vaughn, MD, whose term expires March 31, 2007.  We are awaiting confirmation of Health Board appointments by the Mayor to replace Gladys Sanders who resigned effective March 31, 2007, and Tom Liebl, DVM, whose term expires March 31, 2007.

 

4.      Dan Partridge informed the Board that the Air Quality Report was distributed to the City and County Commissions.  The City posted the report on their website.  Per the County’s request, Bert Rowell presented the report to the County Commission at the meeting on March 19, 2007.  Douglas County Board of County Commissioners expressed a desire to request that KDHE return the monitoring station and that the Air Quality Advisory Committee continue to meet and advise them of any significant developments.

 

5.      Dan Partridge reported to the Board on a meeting with Douglas County regarding water and sewer systems located at Lone Star Lake.  Additional water meters continue to be approved.  The Health Department has been monitoring bacterial levels at the lake with inconclusive results.  Continued monitoring was recommended.  Carl McElwee stated that Atrazine might also pose a health risk.  Staff will follow up with KDHE to obtain any Atrazine testing results if available.

 

6.      Dan Partridge updated the Board on the Collaborative Leadership training, which will be Friday, April 6, 2007, from 9:00 am to 4:00 pm at the Health Department.   The facilitator will be Suzanne Hawley.

 

7.      Dan Partridge informed the Board that the week of April 2 - 8, 2007, is Public Health Week.

 

 

Other New Business

 

1.      Dan Partridge presented the Regional Bioterrorism Service Agreement for the Kansas City Metro Area.  The purpose of updating this agreement is to include Linn County.  Gladys Sanders moved that the Lawrence-Douglas County Health Board sign the Regional Bioterrorism Service Agreement to add Linn County.  Sherri Vaughn provided the second and the motion passed

 

2.      The next regularly scheduled meeting of the Health Board will be Monday, April 16, 2007.

The meeting was adjourned on a motion by Sherri Vaughn and a second by Gladys Sanders.
