Please place the following item on the City Commission consent agenda for consideration at their May 15, 2007 meeting:
Project Status. Bids were opened on May 1st for Schedule I for the runway safety area construction project. Attached please find a letter of recommendation from ADG, the City’s engineering consultant, to award the contract to the following bidder:
Schedule I – Excavation and grading work to Runway 15-33 safety area

As noted in the recommendation from ADG, the bid from Hamm, Inc. is responsive, compares favorably with the engineer’s estimate, and meets the proposal requirements. It is the opinion of ADG staff that available FAA funding should be sufficient to award this project. The only project costs in question are the gas line relocations. ADG continues to seek quotes for this work, as indicated in their letter.
Commission Action. Staff concurs with ADG’s recommendation of bid award. Therefore, we seek City Commission approval to authorize the City Manager to enter into a contract with Hamm Inc. for $443,678.00 for Schedule I, pending approval from FAA and subject to the level of FAA funding available for this project. Full funding would involve a grant offer from FAA amounting to 95% of the project costs ($421,494). A grant offer from FAA would require 5% participation from the City ($22,184). This project is in the City’s CIP and Airport Master Plan and has been recommended by the Aviation Advisory Board.
