Engineering Services - Contract for Design

25th Terrace from O’Connell Road to Franklin Road

 

Please include the following item on the City Commission consent agenda for consideration at the May 8, 2007 meeting:

Engineering Contract.  25th Terrace – O’Connell Road to Franklin Road.

25th Terrace is a collector street that runs east/west between O’Connell Road and Franklin Road. 

Project History/Details.  This project includes the completion of plans and specifications for the construction of 25th Terrace, and a 12 in. water main between O’Connell Road and Franklin Road.  The street will be 36 ft. back to back with bike lanes and 6 ft. sidewalk on both sides, and a single-lane roundabout at the intersection of O’Connell and 25th Terrace.  Other challenges include a pond at the eastern end near Franklin Road and the alignment with the extension of 25th Terrace east of Franklin.

The city received eight responses from the Request for Qualifications. 

Project Status.  Staff reviewed the qualification statements and interviewed Bartlett & West and Peridian Group, Inc.  The firms were evaluated based on many factors including:  project team qualifications and experience, project organization and approach, team knowledge of issues and the area, schedule for completion, city’s previous experience with firm, and workload of project team.

 

The project schedule is fairly aggressive with plans complete by the first of September and construction beginning this fall.  Traffic on O’Connell Road will be inconvenienced but will remain open.

 

Project Funding.  This project is being funded 100% by the benefit district and 0% by the city at large (Resolution No. 6708).

 

Action Requested.  Staff requests approval from the City Commission to authorize the City Manager to enter into an Engineering Contract with Bartlett & West in the amount of $204,620 for completion of plans and specifications for the construction of 25th Terrace, and $23,398.70 for plans and specifications for the construction of a 12 in. water main from O’Connell Road to Franklin Road.
