Note: This will be the last meeting for Carol Bowen and Caroljean Brune.

ITEM NO. 1: Review and approve the minutes of the Traffic Safety Commission meeting, March 5, 2007.
ITEM NO. 2: Consider request to construct a traffic calming device on Johnson Avenue between Barker Avenue and Learnard Avenue.
Facts:
1. Johnson Avenue is classified as a “local” street with a speed limit of 30 mph as established by state law and city code.
2. The city’s TRAFFIC CALMING POLICY permits traffic calming devices on “local” streets under any of the following conditions: the 85th percentile speed of traffic is 5 mph or greater over the speed limit, or the 24-hour two-way traffic volume is greater than 1000, or cut-through traffic comprises more than 50% of the traffic during the peak hour of the day.
3. A traffic study conducted on 21 March 2007 found the 85th percentile speed to be 23 mph.
4. A traffic study conducted on 15 March 2007 found 19 vehicles using the street during the evening peak hour; 4 vehicles were identified as cut-through vehicles.
5. Based upon this traffic data, this location does not meet the city’s minimum requirements for consideration of traffic calming devices.
ACTION: Provide recommendation to the City Commission.
ITEM NO. 3: Consider request to establish NO PARKING along the south side of Jordan Lane.
Facts:
1. Jordan Lane is a “local” street paved 26 feet wide with parking permitted along both sides of the street.
2. City policy is to permit parking in such situations unless a restriction is requested by the public and supported by the affected residents/property owners.
ACTION: Provide recommendation to the City Commission.

Chair David Hamby called the meeting to order at 6:30 p.m. in the City Commission Room at City Hall.
Review and approve the minutes of the Traffic Safety Commission meeting, March 5, 2007.
MOTION BY COMMISSIONER HECKLER, SECONDED BY COMMISSIONER BRUNE, TO APPROVE THE MINUTES OF THE TRAFFIC SAFETY COMMISSION MEETING, MARCH 5, 2007; THE MOTION CARRIED 6-0-1 (Ziegelmeyer).
Consider request to construct a TRAFFIC CALMING DEVICE on Johnson Avenue between Barker Avenue and Learnard Avenue.

Consider request to establish NO PARKING along the south side of Jordan Lane.
Woosley presented the information provided in the staff report.

Commissioner Brune: It’s hard to decide what to do if there is nobody here to speak either way.
Motion by Commissioner Woods to deny the request; did not receive a second.
Commissioner Miller: I think we should table the request and give the person a second chance to appear.
Commissioner Heckler: I would rather approve the request than table it.
MOTION BY COMMISSIONER MILLER, SECONDED BY COMMISSIONER GRAVES, TO TABLE THE REQUEST TO ESTABLISH NO PARKING ALONG THE SOUTH SIDE OF JORDAN LANE, FOR ONE MONTH; THE MOTION CARRIED 6-2 (Heckler; would rather approve the request than table it. Woods; nobody’s here for it).

Commission Items:
Chair Hamby presented Commissioner Brune with a Certificate of Appreciation for six years service on the Traffic Safety Commission.
Commissioner Hagen brought up the City Commission’s decision to table the TRAFFIC CALMING request for Trail Road; after discussion, the Commission requested that a study session be scheduled with the City Commission to discuss traffic calming.
Commissioner Woods asked what could be done to help with westbound left-turns on 6th Street at Tennessee Street during peak traffic; Woosley advised that a traffic signal would probably be the only solution.
