Please place the following item on the City Commission agenda for consideration at their April 24, 2007 meeting:

Approve two Requests for Qualifications for qualified design/build teams.

Background information:  At their April 17, 2007 meeting, the City Commission gave direction to staff to proceed with the development of Requests for Qualifications (RFQ) for the Wakarusa Water Reclamation Facility and associated infrastructure improvements that would maximize local opportunities for participation in the project.  To that end, staff has split the design/build of the facility and improvements into two projects as follows:

· Plant Project – Wakarusa Water Reclamation (WWRF) and the Four Seasons facility including lift station modifications, a new holding basin, and a new force main (see attached RFQ).

· Conveyance Project – Influent pump station and force main to the WWRF and upstream gravity line to the influent pump station (see attached RFQ).

Both RFQ’s contain verbiage emphasizing requirements for competitive pricing, and participation opportunities for qualified local sub-contractors and sub-consultants.  Since coordination between the two projects is critical to the successful completion of suitable infrastructure that will meet the City’s needs and schedule, we are also seeking firms that are experienced in coordination efforts similar to what is proposed for the design and construction of this facility.

Action Request:  City staff requests City Commission approval of the attached Requests for Qualifications for two projects associated with the Wakarusa Water Reclamation Facility and associated infrastructure improvements in order for the solicitation of qualifications process for these projects to begin.
