Call meeting to order
Dillon called the meeting to order at 6:35 p.m.
Introductions
The Board Members and guests introduced themselves.
Approve the January 17, 2007 minutes.
Carpenter made a motion to approve the minutes. Breithaupt second the motion, the motion passed 3-0.
Discuss/start the review process for the 2006 International Codes.
Staff handed out the 2006 International Residential Code and the sections numbers that the Board had ask staff to mark for review during the review of the 2003 IRC. Staff also handed out the plumbing ordinance with the corresponding IRC sections referenced.
Walthall addressed to explain his presence. Walthall informed the Board of the City Commissions decision to adopt the International Codes and directed staff to return the International Codes within six months ready for adoption. Walthall explain that he was there to help facilitate the Commission’s direction by assisting the Board, by providing books, arranging sessions with International Code Council staff or what ever means necessary.
Staff followed by informing the Board that they would be reviewing portions of the International Residential and Fuel Gas Code, and the International Plumbing Code in its entirety.
Breithaupt asked what was wrong with adopting the book as it is without any amendments. Breithaupt went on to say that it was obvious the City Commission thought that this is a superior code.
Staff replied that if the Board wanted to adopt the IRC without amendments that was their decision to make.
Breithaupt stated that nobody told him that the Uniform Code was an inferior code and the Board just spent two years on the 2003 Uniform Plumbing Code wasting their time. Breithaupt continued saying that Manhattan does not have amendments that they just go straight out of the book.
Walthall suggested that to meet the Commission’s agenda the Board put together a schedule of meetings with a time line of the review process. Walthall stated that it may take more than one meeting a month to achieve this goal and asked the Board their thoughts.
Carpenter stated that he would like to have a meeting with all members present. Carpenter went on to say that the venting and the water pipe sizing were his major concerns and he really had no interest in trying to develop our own charts. Carpenter continued stating that most of the sections that were marked during the 2003 review were minor differences in the codes.
Breithaupt asked what exactly did the Commission request.
Walthall replied that the Commission requested that the Boards review the International Codes and provide any amendments deemed necessary back to the Commission within six months.
Breithaupt stated that if there gets to be too many amendments then it will become a hassle.
Staff stated that Rich Barr, Fire Marshall said it best at the mechanical board meeting, that amendments are typically where mistakes are made in the field.
Breithaupt Stated that he was for the Uniform Code and he did not like this code but he did not think that there was anything in the International Codes that would not work. Breithaupt continued saying that if it would not work then they would not have put it in the code. Breithaupt stated that it’s not what we are used to but it will work. Breithaupt stated that if over time there is a consistent problem then bring the code section back to the Board for amending.
Carpenter suggested that the Board meet again in two weeks and see what the schedule would need to be to accomplish the reviews. Carpenter continued stating that the review should not take long.

With no other business a motion was made by Breithaupt to adjourn the meeting, Carpenter second the motion, the motion passed 3-0.
Dillon adjourned the meeting at 7:25 p.m.
