Purchase of Pump Station No. 48 Site

As you are aware, on July 11, 2006, the design/build team of CAS Construction/PEC Engineering was awarded preliminary field investigative services to be delivered as part of the design/build services for the construction of the Baldwin Creek 1 Pump Station 48. This project was recommended in the 2003 Wastewater Master Plan and was advanced for accelerated construction by the City Commission on April 11, 2006. The project calls for the construction of an initial 9.5 MGD sanitary sewer pump station (with future designed capacity of 16 MGD) in the Baldwin Creek No. 1 drainage basin with associated gravity line construction and force mains. At this time, the design/build team is working towards final design and creation of a guaranteed maximum price (GMP) for the final project costs. A public meeting to present the project to property owners and interested parties was held on August 21.
After the award of the final design build contract, construction is expected to begin in November, with an estimated completion in July 2007. The key component to the construction timelines in this design build process, is complete access and control of the pump station site by November 1.
Pump Station 48 Site
The selected site for the pump station is located south of I-70, and north of N 1175 Road and north of Martin Park. The entire parcel (Douglas County Plate No. 800083-02, owned by PERT, LC) is comprised of approximately 88 acres. The east 44 acres of the site is required for siting of the pump station building and related improvements. On the west 44 acres of the site, the City will need a 100 foot temporary construction easement which will convert to a 40’ permanent sanitary sewer easement for the interceptor gravity line which will flow into the pump station. Also on the west half of the site, a 1.4 acre contractor storage and access area will be needed for construction purposes. Additionally, acquisition in fee of a 3.58 acre parcel along the KTA is recommended because it is necessary for the force main portion of the project.
The City engaged professional appraisers to advise the City on the fair market value of the property, and the property acquisition team for the project recommends the acquisition at the total amount of $585,100.
City staff recommends purchase of the east 44 acres of the above tract from PERT, LC and the 3.58 strip south of the Kansas turnpike from Roger and Russell Tuckel in the total amount of $585,100 and authorizing the Interim City Manager to execute purchase contracts for these acquisitions.
Project Funding
Initial funding for this acquisition will come from the Utilities Dept. capital improvement reserve fund. Funding for this project will ultimately be shared by the City at large and by development benefiting from this infrastructure improvement through the payment of special connection charges. City staff is currently working on an ordinance that will codify the future connection charges to this pump station and related facilities.
