ITS Architecture Development

 

Please include the following item on the City Commission consent agenda for consideration at the April 3, 2007 meeting:

Contract for Professional Services. Professional transportation consulting services for the development of a Regional Transportation System (ITS) Architecture for the Lawrence/Douglas County metropolitan area.

Project History.  ITS (Intelligent Transportation System) is used to improve traffic flow and road network capacities through the use of technology.  It is also used for/by emergency services such as police, fire, and other emergency operations. 

The City of Lawrence is required to provide  ITS Architecture because we receive federal funding for many projects.  Federal law requires each MPO of the country to develop and maintain a Regional ITS Architecture, providing a framework for institutional agreements and technical integration of ITS implementation projects.  The regional ITS will include incident response and emergency response operations that may involve agencies with jurisdiction inside and outside of the MPO planning area boundary.  This ITS Architecture will include all of Douglas County.

Project Details.  The Regional ITS Architecture for the Lawrence/Douglas County region will provide the agencies in the region with a plan on how to deploy, integrate, and operate ITS components in the region.  Stakeholder involvement and education will be a very important part of the project as many of the stakeholders in the region may not be familiar with ITS.  Most importantly, the plan that is developed for the region will need to meet Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) requirements for a Regional ITS Architecture and ensure the region remains eligible for federal funding of ITS projects.

 

Project StatusA review committee, including Douglas County Public Works, City of Lawrence Public Works, Planning, City Manager’s office, and KDOT reviewed qualification statements from several firms and interviewed five firms.  The firms were evaluated on: 

ú         work team qualifications and experience,

ú         project organization and approach,

ú         schedule,

ú         project understanding and public participation,

ú         references.

The committee is recommending the firm of Kimley-Horn and Associates, Inc.

 

 

 

 

 

 

Project Funding.  The City, KDOT, and Douglas County will be sharing the costs as follows:

The total City funding, including matches, is $34,390.38.  This expense will be paid from the General Fund contingency.

 

The City has also received a grant for 2008 for the beginning of the signal inner connect system along 6th Street.

 

Action Request.  Authorize City Manager to enter into an Agreement with the Secretary of Transportation for reimbursement of funds for the ITS Architecture in an amount of $34,292.62.

 

Authorize City Manager to enter into an agreement with Kimley-Horn and Associates, Inc. for professional services for the development of an ITS Architecture in an amount of $158,683.00.
