1 PRESENTATION – by Richard Morantz, speaking on behalf of Tree Conservancy, a local citizens group that has drafted a tree protection proposal.
Purpose: create a “tree ordinance” to protect our urban forest.
· Met with LAN (Lawrence Area Neighborhoods) Representative.
· Will deliver their idea to City Commission to develop formal group (Advisory Board).
· Existing Ordinances in other cities: Gainesville, FL; Lakeforest, IL; Fort Collins, CO; and Iowa City, IA.
Q. How does our revised Development Code impact, support, or work against a Tree Protection Ordinance?
A. Review current code would be one of the functions.
Motion: (Heckler) made the motion the RRCAB provide a letter of support to the City Commissioners to set up a study group to develop ordinance promoting urban forests.
Motion 2nd: (Routh).
Vote: Motion passed unanimously.
√ □ ACTION ITEM: Laura Routh will draft memo to City Commissioners by Christmas. Board will approve via e-mail. (Routh drafted memo.)
2 Approval of meeting Minutes
A Motion was made (Routh) to approve the November minutes as written.
Motion was seconded (Heckler).
Vote: Motion was passed unanimously.
Mollie Mangerich will send on minutes to Tammy Bennett for inclusion in City Managers report and post on website.
3 RRCAB GOAL – SETTING MEETING
Goal setting and Strategic Planning Sessions are scheduled for January 16 and 17, 2007 from 5:30 to 7:30 pm each evening at the Community Health Building, First Floor.
By December 20, 2006 send out solicitations for input to: LAN (Lawrence Area Neighborhoods) representative, NA’s, Community Services Groups, Environmental Organizations, etc. and include deadline of January 9, 2007.
√ □ ACTION ITEM: Board will send Laura Routh e-mail list of groups to send solicitation letter to.
√ □ ACTION ITEM: Laura Routh will send out the e-mail to all contacts on Monday.
√ □ ACTION ITEM: WRR staff will create summary packets for review prior to planning meeting.
□ ACTION ITEM: Mollie Mangerich will follow up with Tammy Bennett on Energy Efficiency inclusion to EPP.
√ □ ACTION ITEM: Mollie Mangerich will turn in 2006 WRR Goals to RRCAB for review prior to Christmas.
√□ ACTION ITEM: Mollie Mangerich will re-send all “pre-retreat” materials to Brent Swain.
4 Election of Officers 2007
Motion/Nomination: (Dobbs) nominated Daniel Poull as Chair Person, Cindy Strecker as Vice Chair, and Laura Routh as Recording Secretary. Staff will continue to take minutes.
Motion 2nd: (Strecker).
Vote: Motion passed unanimously.
2007 Agenda: Daniel Poull will set Agenda with Cindy Strecker and Laura Routh and send out a week prior to RRCAB meetings.
5 MEMO: “Increasing Recycling in Lawrence”
Memo was forwarded to staff and the City Commission.
The recycling subcommittee will meet at announced time.
6 Energy Conservation Subcommittee Report
√ □ ACTION ITEM: Brent Swain will follow up with John Craft on the Energy Efficiency Code.
√ □ ACTION ITEM: Mollie Mangerich will send the history of code to Brent Swain and John Craft.
7 Report on research “Energy Conservation Recommendations” MEMO OF DECEMBER 8, 2004
Jae Chang provided a hand out to the Board regarding the “Dark Skies Initiative”. Dark Skies Initiative has a recognition program.
Comment (Strecker): Include reduction of light pollution in any of our FCIP program.
Q. What is the status of FCIP on City Commission?
A. Unknown at this time.
Comment (Swain): Include survey of existing lighting standards and proposed retrofits. Savings can be found in conversion of lighting.
Comment: For planning energy conservation purposes RRCAB should keep on top of issues related to light pollution.
Comment (Strecker): Submit memo to City Commissioners for consideration of light pollution within FCIP.
Q. Does IEC include efforts to standardize reduction of light pollution?
Comment (Swain): RRCAB should be involved and have review of FCIP process.
Comment (Strecker): Expressed concern that RRCAB doesn’t slow down any FCIP implementation.
Comment (Dobbs): Be careful that RRCAB is not cut out of the process of setting lighting standards.
Comment (Strecker): The best qualified people will be at the table and that isn’t necessary a RRCAB function.
Comment (Poull): RRCAB wants to remain conversant with Kevin Doyle.
8 Waste Reduction and Recycling Report
Printed copy of monthly updates provided to Board.
