RE:

Payment for K-10 Corridor Study

Please place the item below on the March 13, 2007 City Commission agenda for consideration.

Authorize payment to the Kansas Department of Transportation in the amount of $40,000 for Project #10-106 K-9019-01, Study of the K-10 Corridor.

Background

Between 2003 and 2005, a study of the K-10 Corridor was conducted by HDR and HNTB for the Kansas Department of Transportation, the Mid-America Regional Council, and the Lawrence-Douglas County Metropolitan Planning Commission (LDCMPC).  The purpose of the study was to identify needed future improvements for the K-10 highway corridor between Lawrence and the Kansas City Metropolitan Area.

An agreement was signed in June of 2004 stating the LDCMPC agreed to pay $40,000 in one lump sum or two equal payments spread over two fiscal years at the completion of the Study.

The findings of the study were presented to the City Commission at their meeting on July 19, 2005.  No presentation was made to the County Commission.

The City received a Final Statement of Project Cost, requesting payment for the LDCMPC’s share of the study, in April 2006.  However, the City Commission never authorized the expenditure of funds.

Under the Comprehensive Transportation Planning Grant the City receives from the State, the City is eligible to be reimbursed for eighty percent (80%) of the cost of the work activities of the Metropolitan Planning Organization (MPO).  Therefore, the actual cost to the City for this project is $8,000.

Action Requested

Staff requests the City Commission authorize payment to the Kansas Department of Transportation in the amount of $40,000 for Project #10-106 K-9019-01, Study of the K-10 Corridor.
