RE:              Building Permit report and trends

 

 

The purpose of this report is to provide building permit data and trends for the City of Lawrence and other area communities.  The Neighborhood Resources Department issues building permits of the following types: new single-family, residential remodel, multi-family, new commercial, commercial remodel, electrical, plumbing, mechanical, signs, swimming pool and demolition.

 

During the 2006 year the department issued 2638 building permits.  The following table indicates the various types of permits issued each month.

During the 12 month period last year 247 single-family building permits were been issued; as compared to 232 single-family building permits during the same period for 2005.

 

 

 

BUILDING PERMITS HISTORICAL TRENDS-LAWRENCE

The graph below shows building permits issued for the period beginning 1995 through 2006.  Permit activity during the years 1998 through 2004 was the highest in the history of the City.  Although the total number of permits issued has decreased each of the last five years, the number of permits issued in 2005 and 2006 were higher than any other year prior to 1998.  The total number of building permits issued in 2006 was 2638, which is the lowest total since 1997 after reaching a historic high in 2001 of 3,498 total permits issued.

 

 

 

 

BUILDING PERMITS HISTORICAL TRENDS-OTHER AREA COMMUNITIES

Staff collected building permit data from ten other area jurisdictions, including Douglas County, Eudora, Baldwin City, Topeka, De Soto, Olathe, Salina, Ottawa, Emporia and Lenexa.    One important item to note is that not all jurisdictions issue the same types of building permits.  For example, some may issue permits for work such as roofing, manufactured housing, fences, siding and others.  The City of Lawrence does not issue such types of permits.  While the following graph shows all permits issued for a number of jurisdictions over the last five years, another comparison is provided later in the report whereby one- and two-family permits and commercial building permits issued over a period of time are provided.     

 

 

 

TOTAL PERMIT VALUATION-LAWRENCE

The total valuation of permits issued for 2006 was the second highest total ever at $171,498,250.  The school district projects, including the new South Junior High School along with projects at Lawrence Memorial Hospital were major factors in the permit valuation total.  Seven of the top ten highest valuation projects in 2006 were either school district projects or LMH projects.  The following chart shows total valuation of permits per year for the period 1995 through 2006.

ONE- AND TWO-FAMILY DWELLING PERMITS-LAWRENCE

The number of permits issued for new single-family dwellings and duplexes in 2006 was 275.  This is the lowest number of permits issued for new dwellings in a single year since 1989.  The following chart shows the trend in permits for new single-family dwellings and duplexes from 1995 through 2006.

One- and Two-Family Permits Issued Listing - 5 Years

Over the last five years Emporia (86%), Salina (30%) and Topeka (17%) experienced increases in the number of one- and two-family permits issued.  Eudora had the largest decrease (-61%), followed by Olathe (-38%), Lawrence (-34%), De Soto (-32%), Ottawa (-31%) and Lenexa (-16%).

NEW COMMERCIAL PERMITS-LAWRENCE

The number of permits issued for new commercial projects in 2006 was 20.  This is the lowest total since 1992.  The following graph shows the trends in permits for new commercial projects from 1995 through 2006.

Commercial Building Permits Issued - 5 Years

Communities experiencing increases in the numbers of new commercial permits over the five year period include Lenexa (311%), De Soto (240%), Olathe (219%), Topeka (156%) and Salina (93%).  Emporia and Baldwin City experienced the largest decrease (-40%), followed by Lawrence (-37%), Eudora (-33%) and Douglas County (-16%).  The percent change for Ottawa was zero.

SUMMARY

A review of building permits issued by the City of Lawrence indicates that after a historic high of 3,498 total permits issued in 2001, the number of building permits issued have decreased each year to 2,638 permits issued in 2006. Similarly, other area communities experienced decreasing trends in the total number of permits issued.

During the 2006 year, 275 building permits were issued for single-family dwellings and duplexes in Lawrence.  Trends in Lawrence show similar declines in permits issued as compared to other area communities, with the exception of Emporia where an increase in one- and two-family permits were issued in 2006.

Five year trends for the one and two family building permits issued for other jurisdictions provide a good measure in the development in area communities where only Topeka, Salina and Emporia showed increases in the five year period.  On the commercial side, Topeka, DeSoto, Olathe, Salina, and Lenexa, show significant increases in permits issued over the period.
