Meeting called to order at 6:36 p.m.
Elect Chairman and Vice-Chairman
Sparkes nominated Kevin Chaney as Chairman. Seconded by Wyatt. Pass 3-0.
Sparkes nominated Bryan Wyatt as Vice-Chairman. Seconded by Chaney. Pass 3-0.
After review Wyatt made a motion to approve the minutes as written. Seconded by Mohr, pass 4-0.
Sparkes had a concern about the decision by the Building Board to allow a 90% furnace in place of slab edge insulation and that would still make a cold floor.
Staff stated that in order for a house to meet the energy rating, there could be a trade off by using a 90% furnace instead of slab edge insulation.
Review draft ordinance adopting the 2006 UMC
Staff stated that the ordinance had been cleaned up and portions of the ordinance had been deleted as a result of the adoption of the Contractor licensing ordinance and by removing them eliminated any redundancies.
There was discussion about section 5-1103.2 under subsection 112.2.7.1 Mechanical Service that certain terms used could cause a loophole in allowing certain work by unlicensed worker to be permitted. Kevin made a motion to delete; replacement, alteration, modification, relocation, remodel from the definition. Seconded by Wyatt. Pass 4-0.
Under section 5-1103.9, subsection 602.1.1 Underground ducts, Mohr had a concern that the language was not clear and was also concerned that PVC ducts did not meet the smoke developed rating for ducts in plenums. Mohr made a motion to remove language and to require all underground ducts be encased in two inches of concrete. Seconded by Chaney. Pass 4-0.
Staff stated that section 5-1103.9.2 no longer existed in the Uniform Mechanical Code and that language was added to the section in the previous ordinance. Chaney moved to add a new subsection to insert the new language that was added in the previous ordinance and be designated 701.3.2. Seconded by Wyatt. Pass 4-0.
Staff stated that the ordinance would forwarded to the legal department for review and when that review was complete, a public meeting adopting the ordinance would be scheduled.
