Renew year two contract with Utility Maintenance Contractors, LLC for the Sanitary Sewer Cured-in-Place-Pipe (CIPP) Program
History:
Part of the Utilities Department’s efforts at Inflow/Infiltration (I/I) reduction is to rehabilitate existing sewer lines that are a source of I/I. Cured-in-place-pipe (CIPP) is one of the methods used. The CIPP method involves lining the inside of old pipes without excavation, causing very little disruption above ground.
The Utilities Department has a multi-year plan to rehabilitate city owned sewer lines in older sections of the City using this trenchless method. Line segments are selected for rehabilitation on the basis of several factors. These factors include:
· Pipe age
· Pipe material
· Known defects based on maintenance and TV inspection records
· Presence of unused taps or connections that may contribute inflow/infiltration
· Depth
· Above ground conditions
On June 7, 2005 bids were opened for the CIPP program. The vendors also bid on costs for 2nd and 3rd year contract renewal. Two vendors bid on the project and the results are shown below. The contract with Utility Maintenance Contractors was approved August 2005. The contract runs from August to August each year.

Program Status:
The 2006 CIPP program was completed in July 2006. The 2006 CIPP project was completed under the year-one contract and pricing. The results were satisfactory and the Utilities Department wishes to renew the second-year contract with Utility Maintenance Contractors, LLC. 15,291 lineal feet of 8”, 10” and 12” sanitary sewer pipe have been identified for rehab as part of the CIPP at a projected cost of $531,923.72. A list of locations is attached.
Project Funding:
Funding for the CIPP Program will come from the non-bonded construction fund for 2007.
Action Request:
Utility Department staff requests approval from the City Commission to authorize the City Manager to execute a contract agreement and purchase order with Utility Maintenance Contractors, LLC in the amount of $531,923.72 to complete the Cured-in-Place-Pipe (CIPP) Project.
