Please include the following item on the City Commission consent agenda for consideration at the February 20, 2007 meeting:
Award bid for the 24th & Crossgate/Harvard & Wakarusa Sanitary Sewer Rehabilitation Project (Project Numbers CS04-08, CS04-09) to Ace Pipe Cleaning, Inc. in the amount of $121,338.48.
Bids were opened on February 6, 2007 for the 24th & Crossgate/Harvard & Wakarusa Sanitary Sewer Rehabilitation Project (Utilities Department Project Numbers CS04-08 and CS04-09). The recommended projects consist of a combination of pipe rehabilitation using cured-in-place-pipe (CIPP) in the area of 24th and Crossgate, and the replacement of a small segment of sanitary sewer line just south of Harvard & Wakarusa. The table below shows the Engineer’s Estimate and the bid results.

Project History.
December 2003 – The 2003 Wastewater Master Plan recommends Capital Improvement Projects in the areas of 24th & Crossgate and Wakarusa & Harvard and schedules these projects for implementation in 2004.
July 2004 – City hired DRG for Study Phase Services for the following Capital Improvement Plan projects at a cost of $24,238.
· CS04-08 (24th and Crossgate Relief Sewer)
· CS04-09 (Wakarusa and Harvard Relief Sewer)
December 2004 – Preliminary Report received, reviewed by City staff.
February 2005 – Final Report “CIP Project Evaluations: CS04-08 – 24th and Crossgates and CS04-09 – Wakarusa and Harvard” received and reviewed by City staff.
March 2006 – Additional survey work is conducted in the project area to confirm as-built elevations of some line segments. DRG begins design of the projects.
November 2006 – DRG completes final design, plans and specifications
February 2007 – Bids are received for the project
Project Status. Bidding is complete, the consultant has provided a recommendation to award the bid to the low bidder, and the bid award is pending
Project Details. The Wakarusa & Harvard relief sewer will involve the replacement of 38 L.F. of 8” sewer pipe. The 24th & Wakarusa relief sewer will involve the rehabilitation/lining of 1,753 L. F. of 21” sewer pipe using the cured-in-place-pipe (CIPP) process. No traffic impacts are anticipated with this project.
Project Schedule. 60 working days from the time of Notice to Proceed have been provided with $500 per day liquidated damages for time exceeding that limit. Construction is anticipated to take place in March and April of 2007, weather permitting.
Project Funding. Funds for these projects are included in the 2005 Construction Bond funds.
Action Request. Utility Department staff requests approval from the City Commission to award the bid for the 24th & Crossgate/Harvard & Wakarusa Sanitary Sewer Rehabilitation Project (Project Numbers CS04-08, CS04-09) to Ace Pipe Cleaning, Inc. in the amount of $121,338.48.
