Site Improvement Issues

 

 

I met with Terese regarding the site improvements for the VanGo project.  The following comments are a summary of the items that I discussed with Terese and the items we discussed with the project proponents:

·         A drop-off turnout is acceptable given the irregularity of the exiting right-of-way, the mixed use of the surrounding properties, and the unique nature of the specified use for this site.  The turnout shall meet the following provisions:

o        It shall be limited to 6’ to 8’ in width.

o        It shall be a concrete surface.

o        It shall be graded to drain to the primary gutter line in the street.

o        The tapers shall be lengthened to facilitate the ingress and egress of vehicles (the turnout may be tied into the driveway cut on the south side of the site).

o        It shall be included in a Right-of-Way Agreement that specifies that its maintenance is the responsibility of the property owner.

·         Bollard light pedestals may be placed in the public sidewalk with the following provisions:

o        They shall either be placed adjacent to a structure or a minimum of six feet (6’) from any structure or from the face of curb to allow for pedestrian movement (alignment with the existing fire hydrant seems appropriate).

o        They shall be included in a Right-of-Way Agreement that specifies that their maintenance is the responsibility of the property owner.

·         Public sidewalks may be constructed of regular Portland cement concrete, brick pavers, concrete block pavers, or pervious pavers provided that they are constructed in accordance with City standards.

·         The proposed public sidewalk area and driveway apron that are constructed outside of the property boundary, do not need to be included in the calculations regarding the change in impervious area.

·         The following storm sewer improvements shall be made:

o        The existing storm inlet, located in the middle of the proposed drive, shall be reconstructed across from the existing storm inlet on New Jersey Street.

o        The existing area inlet shall be removed and a new storm inlet shall be constructed north of the curb return of the proposed drive.

o        The inlets, throats, and connecting storm sewer pipes shall be designed and constructed in accordance with City standards

·         The public sidewalk constructed along the north side of the sight shall be 4 to 6 feet behind the curb and constructed adjacent to the aforementioned curb inlet.

·         A pedestrian/utility easement shall be provided along the north side of the site that includes the full width of the sidewalk.

·         The aisle associated with the ADA parking space shall be eight feet (8’) wide and preferably located on the right-hand side of the ADA parking space.

·         The pervious pavement in the parking lot should include an under drain that may be tied into either of the new storm inlets.

·         The parking lot entrance shall be constructed approximately perpendicular to the centerline of Seventh Street / New Jersey Street at the point on the curve where it intersects the public street.

·         The curb return radii shall be a minimum of fifteen feet (15’).
