Pursuant to your request, information related to staffing in the Police Department has been provided below.

 

1990 to Present

The table below shows the number of authorized positions in the Police Department.  It also explains any changes.  It should be noted that from 1990 to the present, the Department has been at full authorized strength, without recruits in training, for only four days.

Using population data from both the 1990 and 2000 Census and the City’s 2005 population estimate, the above graph shows the number of full time equivalent (FTEs) in the Lawrence Police Department per 1,000 population.  Staffing levels have remained relatively stable over the last 17 years, varying by only .03 sworn FTEs per 1,000 population since 1990.

The timeline below highlights any significant personnel related events including receipt of state and or federal grants, department reorganizations, addition of positions, etc.

Moved from 745 Kentucky to Law Enforcement Center, 111 E. 11th

 

 

1977-1980

ICAP (Integrated Criminal Apprehension Project) Grant

 

The ICAP Grant allowed for reorganization of the department, including expansion of the role of Police Officer, additional / expanded training, and purchase of a mainframe computer system.  Grant paid for 1 Crime Analyst, 1 Secretary, 1 Computer Specialist.

 

 

1987

1988  

Lawrence Police Department reorganized into two bureaus, Operations and Administration.  Operations housed three Patrol Shifts and Detectives.  Administration housed Office of the Chief, Administrative Services, Technical Services and Crime Analysis.  This reorganization returned six Police Officer positions and one Sergeant to Patrol and added three Civilian Data Entry Clerks to complete desk assignments previously filled by those officers.  The reorganization placed three supervisors (one Lieutenant and two Sergeants) on each patrol shift.

Officers were hired, trained and added to patrol through two Basic Recruit Academies over a 2 ½ year process.  With normal attrition, 39 total new Police Officers were hired during this two year time period.

Four School Resource Officers (SRO’s) added March 1, 2002, through Federal DOJ Safe Schools/Healthy Students Grant – OJP/COPS Grant.  Three year grant ended Feb 28, 2005.  USD 492 does not contribute funding for these positions.  Lawrence Police Department officers have been active in all Junior High Schools in the city since 1975 teaching a two week 9th grade social studies class entitled “Law Enforcement and the Criminal Justice System.”

 

Seven Traffic Unit positions (6 Officers/1 Sgt.) added October 1, 2002, through Federal NHTSA/KDOT Grant for traffic enforcement.  Three year grant ended September 30, 2005.  The Traffic Unit has received limited additional grant funding for BAT van and other seasonal/special enforcement.

 

Added 1 civilian position front office Records Manager relieving PIO/Complaints/IA Sergeant of those duties.  (32 civilians)

 

Added 1 civilian position Animal/Parking Control Manager.  This move returned one Sergeant position to patrol.  (33 civilians)

 

Added 1 Administrative Support position  (34 civilians)

The Lawrence Police Department is divided into two Bureaus, Operations and Administration.

 

 

 

The Operations Bureau comprises our three Patrol Shifts, Traffic Unit, Investigations / Detectives, Computer Crimes and Drug Enforcement Unit.

 

 

 

The Administration Bureau comprises the Office of the Chief; Community Services (Training – School Resource Officers - Neighborhood Resource Officers - Basic Recruit Academy - Citizens’ Academy - Finance/Purchasing) Information Technology Division comprises Internal Affairs - Public and Media Relations - Information Technology - Crime Analysis – Evidence – Records/Reports - Animal and Parking Control.
