Purchase of Easements: Yankee Tank Sanitary Sewer Improvement Project

 

 

On October 24, 2006, the City Commission authorized the award of a design-build agreement with Burns & McDonnell/Garney, LLC for the construction of the Yankee Tank Creek relief gravity interceptor improvements (Staff Memo).  The project involves the replacement and upsizing of sanitary sewer lines along Lake Alvamar and to the north of Lake Alvamar to Bob Billings Parkway (map).

 

In order to construct the improvements, additional sanitary sewer and temporary construction easements are needed on property owned by Alvamar, Inc. (55,724 sq. foot sanitary sewer easement & 164,180 sq. ft. temporary easement) and North Tank, LC  - also an Alvamar entity (71,403 sq. foot sanitary sewer easement & 249,531 sq. ft. temporary easement).  (Area Map)

 

As you may recall, last spring, the City of Lawrence sold to Mike Elwell an approximately 1.1 acre tract in this vicinity (directly north of First Serve Tennis) for $26,000 (map).  The sale price was based on an appraisal prepared by Ron Aul of Aul & Hatfield Appraisals.  As the design/build team is ready to begin construction, and is currently delivering pipe and materials to the site, an offer for the required easements was made to the Alvamar management based upon the City’s sale of the park tract as the Alvamar properties are adjacent to this site.

 

Alvamar, Inc. has accepted the offered acquisition price for the above easements in the amount of $11,700 for the Alvamar, Inc. easements and $15,000 for the North Tank, LC easements.

 

Action Requested

Authorize payment to Alvamar, Inc. for the above described easements in the amount of $11,700 and payment to North Tank, L.C. for the above described easements in the amount of $15,000.

 

Project Funding

Funding for this acquisition will come from the Utilities Dept. capital improvement reserve fund.
