Aviation Advisory Board Minutes

Rick Bryant called the meeting to order at 6:35 p.m. and David Downing recorded the meeting minutes.
1. Review and approval of August 2006 meeting minutes
The August 2006 Board Meeting minutes were reviewed and approved the minutes with editorial corrections by a 6-0 vote. Jim Stogsdill arrived after the vote was taken.
2. Airport Manager's Report
Debbie Van Saun, Airport Manager reviewed her report. A copy of the report is attached.
3. Review of Special Event Request
Debbie Van Saun asked the board to review a Special Event Proposal submitted by Herb Baker. Baker asked permission to conduct a short air show at the airport on October 14 or 15. This air show would last approximately 30 minutes as a special event for Baker’s Lawrence High School Reunion being held that weekend.
The Board discussed the proposal and came to the following conclusions:
A. Baker is qualified to conduct the air show
B. This event should not significantly impact the general operation of the airport operation
C. Although this would be open to the public in addition to the reunion participants, because of the short duration of the event it would not be appropriate to publicize this class reunion event as a “City sponsored community” air show.
Board Action: The following motion was made and seconded by the Board.
Baker would be granted permission to perform a flight demonstration during the morning of Sunday, October 15, if he provides the City Manager with all appropriate FAA approval, proof of insurance, pilot credentials and aircraft airworthiness documents.
The motion was seconded and passed by a 7-0 vote
3. FBO Report
Lloyd Hetrick briefed the board on several airport related items including:
This year’s annual NASCAR race at the Kansas Speedway was held on Sept. 30 and Oct. 1, 2006. The race related activities at the Lawrence Municipal Airport went very smoothly with 13 jets operating over the weekend, with approximately 3800 gallons of jet fuel sold.
Lloyd Hetrick requested that Board recommend that the city use $1,400 to purchase a Lawrence Municipal Airport advertisement in the AOPA Airport Directory for a 2-year period. All AOPA members have access to this Directory. This ad would be a great way to highlight the LMA services, facilities and the recent airport enhancements.
Board Action: The Board agreed to check the balance in the Aviation Board’s Public Relations budget and if funds are available to support this proposal by splitting the cost with Hetrick Air Services.
5. Review of Trend in General Aviation and the National Airspace System
Rick Bryant on behalf of the Board invited Jim Sirhall, Airport Development Group, the city’s airport consultant, to brief the Board on the FAA vision of the future of General Aviation and the opportunities and impact on airport operation. Sirhall had attended the 23rd Annual Airport Conference held in Kansas City on October 3 – 4, 2006. Two major changes in GA operations expected in the next 10 years are:
1. The emergence of a fleet of 5-8 seat Very Light Jet (VLJ) aircraft. The VLJ aircraft would be operated by individuals, air taxi services and leasing companies. Example of VLJ includes the Cessna Mustang, the Diamond D-Jet and the HondaJet. For more information refer to www.verylightjetmagazine.com
2. The plans by the FAA to make a major overall of the National Airspace system in the next 10 years. This will include the replacement of existing VOR, DME and ILS equipped ground based navigation and guidance systems with a satellite based systems. Using GPS navigation systems, all runways can have precision approaches for a fraction of the cost of one ILS system.
The Aviation Advisory Board would like the Lawrence Municipal Airport to be prepare to take advantage of these new advancements. The Board will initiate a comprehensive review of these opportunities and proposes to upgrade the current Airport Master Plan to make sure the Lawrence Municipal Airport will be ready to enhance its position in the regional marketplace.
6. AOPA Watch Program Briefing
Larry Kellogg, the AOPA Airport Support Network volunteer for the Lawrence Airport, briefed the Board on the AOPA Watch Program. He distributed brochures describing the program and recommended that the Board consider purchasing some of APPA Watch Program metal signs and installing them at points on ingress to the airfield. Mr. Kellogg also distributed a copy of the TSA Security Guideline to each Board member.
The Board agreed to support this important airport security program. The Board asked Mr. Kellogg to secure 500 copies of the AOPA Watch Program brochure that the Board will distribute to the airport tenants and general flying community. The board will also determine where the metal signs should be posted around the airport.
7. Aviation Advisory Board Receives Recognition
The City of Lawrence Aviation Advisory Board received thank you letters from Children's Wish Foundation and the Children's Mercy Hospital in recognition of the Board’s efforts in organizing the Christina Mohr Fund Raising Event. The Children’s Wish Foundation also sent a plaque which will be mounted in a prominent location in the airport’s terminal lobby.
8. Next Board Meeting
The next Board Meeting was set for Wednesday, Dec. 6 at 6:30 p.m. in the Richardson Memorial Pilots' Lounge at the LMA Terminal Building.
9. Meeting Adjournment
