Please include the following item on the City Commission consent agenda for consideration at the December 12, 2006 meeting:
Award bid for the Alvamar Area Sanitary Sewer Improvement Project (Project Numbers CS05-01, CS05-02, CS05-03) to McLouth Excavating Inc. in the amount of $880,031.00.
Bids were opened on December 5, 2006 for completion of the Clinton Parkway & Kasold (Utilities Department Project Number CS05-01); the 22nd & Quail Creek (Utilities Department Project Number CS05-03) and the Alvamar Area (Utilities Department Project Number CS05-02) Sanitary Sewer Improvement Projects. The recommended projects consist of a combination of relief sewer construction, sewer replacement, manhole rehabilitation and pipe repairs along the alignment shown on the attached map. The table below shows the Engineer’s Estimate and the bid results.

Project History.
February 2005 – Staff advertised a Request for Proposals for the above listed projects termed the Alvamar Area Sanitary Sewer Improvements.
March 2005 – Staff received nine Proposals from interested engineering consultants. After an initial evaluation, four of the firms were invited to take part in interviews.
April 2005 – Staff conducted interviews with the selected engineering consultants. Based on the results of these interviews, the City engaged Professional Engineering Consultants, P.A. and Wade & Associates for Study Phase Services for the Alvamar Area Sanitary Sewer Improvements at a cost of $40,648.00.
August 2005 – Preliminary Report is received and reviewed by City Staff.
September 2005 – The Design Memorandum “Alvamar Area Sanitary Sewer Improvement Project”, based on the detailed study of the projects presented in the Preliminary Report, is received and reviewed by Staff.
January 2006 – The City Manager enters into a Contract with Professional Engineering Consultants, P.A. in the amount of $118,393.00 for design, bid and construction phase services for the project.
November 2006 – Design is completed, plans/specifications prepared
December 2006 – Bids are received for the project
Project Status. Bidding is complete, bid award pending.
Project Details. The project recommends the replacement/upsizing of 5,648 LF of existing sanitary sewer line; the rehabilitation of 18 existing manholes; and cleaning, CCTV inspection and selected point repairs along 4,940 LF of existing sanitary sewer line. Various methods of pipe replacement were evaluated during the design process to arrive at the best method for each pipe reach based topography, access, required increase in pipe diameter and impact on the surrounding community.
Proposed Project Schedule.
Construction January 2007 – May 2007
Project Funding. Construction costs will be paid out of the 2005 bond fund.
Action Request. Utility Department staff requests approval from the City Commission to award the bid for the Alvamar Area Sanitary Sewer Improvement Project (Project Numbers CS05-01, CS05-02, CS05-03) to McLouth Excavating in the amount of $880,031.00.
