Please include the following item on the consent agenda for the December 12th, 2006 City Commission meeting.

Authorize the City Manager to enter into a contract with Asphalt Improvement Company in the amount of $44,008 for the construction of additional parking at the Kaw Water Treatment Plant.

Project Description/History:   The Utilities Department intends to add 14 additional parking spaces at the southwest corner of the property for public and employee use. This project will be replacing 245 ft. of deteriorated curb along the north side of 3rd Street, as well as construction of 345 ft. of new pedestrian sidewalk and ADA ramps.

Project Status/ Details:

August 2006 – Additional parking space is needed at the Kaw Water Treatment Plant for staff and public parking.  An appropriate site was determined (along the north ROW of W. 3rd Street), the site was surveyed and the parking lot designed in-house by engineering staff per City design standards.

September 2006 – Design of the additional parking was completed and a site plan was submitted to Planning for Administrative Review and returned with no reviewer comments.

October 2006 – A Proposed Site Plan was submitted for the October 24, 2006 City Commission Consent Agenda and was approved, subject to no conditions.

November 2006 – Specifications and Bid Documents prepared for a proposed opening bid date of December 5th, 2006.

December 2006 – Bids were opened on December 5th, 2006; three contractors responded. Utilities Department staff evaluated the bids and found Asphalt Improvement Company to be the lowest responsive, responsible bidder.  A summary of all bids appears below.
