RE:	Neighborhood Revitalization Act

In addition to proceeding with the adoption of the Neighborhood Revitalization Act for the 800 block of Pennsylvania project, there has been Commission, staff, and neighborhood interest in using this revitalization tool elsewhere in the community.  Entire residential neighborhoods can be included in NRA districts, additionally this revitalization tool would be appropriate for distressed or under-performing commercial tracts in the interior portions of the community.  Staff recommends that a Request for Proposals (RFP) be disseminated to neighborhood associations and property owners of certain commercial strips to determine interest in whether NRA districts would encourage appropriate re-development of neighborhoods or distressed properties.   Commission direction on this issue is desired.
