Re:      Draft Ordinances Amending Provision Related to Franchise Fee

Enclosed please find draft ordinances amending the franchise fees for Worldnet and the World Company.  The ordinances propose to increase the fees to four percent (4%) through June 30, 2007.  On and after July 1, 2007, the fees will increase to five percent (5%).  We would like to receive your comments to the proposed ordinances by December 8, 2006, if possible.  We would be happy to meet with you to discuss the ordinances, if you desire.  Please contact David Corliss’ assistant, Bobbie Walthall, at 832.3400 to schedule an appointment.  Thank you.
