Alvamar Area Sanitary Sewer Improvements

On November 7, 2006, the City Commission set a bid opening date of December 5, 2006 for the Alvamar Area Sanitary Sewer Improvements (Project Numbers CS05-01, CS05-02, CS05-03). The planned improvements effect numerous properties and infrastructure from near 6th and Kasold south to Clinton Parkway & Kasold. The project recommends the replacement/upsizing of 5,648 LF of existing sanitary sewer line; the rehabilitation of 18 existing manholes; and cleaning, CCTV inspection and selected point repairs along 4,940 LF of existing sanitary sewer line.
Additional sanitary sewer and construction easements are needed on several tracts, including the Hidden Valley Girl Scout camp property located near Bob Billings and Kasold Drive. Existing sewer mains currently cross the property. This project includes some line reconfiguration which necessitates additional sanitary sewer easements of approximately 12,345 sq. ft. (map) The plans also utilize the camp property for temporary contractor storing and staging areas containing 49,362 sq. ft. (map) City staff has worked closely with the camp directors to coordinate and minimize impact on the property and to work with the camp’s schedule. The construction plans have been designed to have work completed on the camp property by April 15, 2007.
The City contracted with Keller & Associates to provide a fair market valuation of the required permanent and temporary easements. The permanent takings were valued at $7,440 and the temporary easements at $8,500. Cost to cure items which include some tree replanting, were valued at $1,300 for a total estimate of compensation of $17,240. The Hidden Valley Board has accepted the appraised offer of compensation.
Action Requested.
Authorize payment to the Lawrence Hidden Valley Committee, Inc. for the required takings for the Alvamar Area improvements in the amount of $17,240.
Project Funding. This project will be funded from the non-bonded construction fund. The total budget, in 2005 dollars, provided in the 2003 Wastewater Master Plan for design and construction is $2,103,000.00.
