NOTE: The Human Relations Commission and Department is a U.S. DHUD Fair Housing Assistance Program (FHAP) agency. The FHAP is not funded through a grant, but through a cooperative agreement with HUD.  The LHRC and LHRD, (as a FHAP in good standing), provides fair housing enforcement, education, and outreach to the Lawrence, Kansas community.  HUD provides our agency with operational funds to cover some of our administrative costs and mandatory training expenses. In addition, HUD reimburses our agency, for processing, investigation, and enforcement of formal housing complaints duel-filed with HUD and completed in a timely manner.  However, this reimbursement of funds only provides some of the funds necessary to provide fair housing services to the Lawrence community.

Formula or project basis: FHAP agencies are eligible to receive funds as determined by HUD, per case acceptably processed to closure.  FHAP agencies are eligible to receive an additional amount per case as determined by HUD, for each case for which the agency has issued a charge of discrimination (Probable Cause) during the performance period. FHAP agencies are allocated a portion of funds for training 5 agency staff members at the National Fair Housing Training Academy (mandatory). However all training funds have been withheld at HUD Headquarters, to defray the cost of staff trained at NFHTA during the performance period. Once the agency has submitted to HUD, within 30 days of execution of a current agreement, a list of names of all staff trained during the performance period, the agency will receive reimbursement to cover a portion of the cost of mandatory training.
