RE:

Westar Utility Extension Costs for the Pump Station 48 Design/Build Project

 

Please include the following item on the City Commission consent agenda for consideration at the November 21, 2006 meeting:

Authorize payment of $101,656.88 to Westar Energy for the extension of primary electrical service to the Pump Station 48 site. The construction of Pump Station 48, its associated forcemain and a portion of the upstream gravity sewer network is in accordance with recommendations in the 2003 Wastewater Master Plan and direction provided by the City Commission on April 11, 2006.

 

Summary.  In accordance with the City Commission’s approval on October 10, 2006, the City entered into a design/build services contract with the CAS Construction/Professional Engineering Consultants team in the amount of $9,893,988.00 for the construction of Pump Station 48, its associated forcemain and a portion of the upstream gravity sewer network.

As part of the negotiation of the above referenced design/build services contract certain costs for required utility extensions were to be paid directly by the City.  The attached proposal from Westar Energy outlines these direct costs for the extension of 2 each electrical services to the Pump Station 48 site.  The extension of 2 each electrical services satisfies the Kansas Department of Health & Environment’s requirement for redundant power supply.  The items outlined in the Westar proposal as Customer responsibilities have been incorporated into the current design/build services contract.  

Project Description.  The project involves the design and construction of the sanitary sewer pump station identified in the 2003 Wastewater Master Plan as BC1PS1, currently designated Pump Station 48, its associated forcemain and a portion of the upstream gravity sewer network.  This project was recommended as part of the adopted 2003 Wastewater Master Plan.

 

The construction of these particular infrastructure improvements will not only support growth in the Northwest Lawrence area, but will eliminate the need for anticipated sanitary sewer relief projects in the Peterson Road corridor.  Two relief projects identified in the 2003 Wastewater Master Plan totaling $4,100,000.00 will not be required.

 

Project StatusOn October 10, 2006 the City Commission authorized the City Manager to enter into a design/build services contract with the CAS Construction/Professional Engineering Consultants team in the amount of $9,893,988.00 for the construction of Pump Station 48, its associated forcemain and a portion of the upstream gravity sewer network.

The design/build services contract with the CAS Construction/Professional Engineering Consultants has been executed and construction is underway.

 

Project Funding.  Funding for the project will initially come from Utility Department funds.  The cost of the project will be shared by developments benefiting from these infrastructure improvements through the future payment of a connection charge.  This charge will be based on the flow contribution from the proposed development and the constructed cost for the portion of the project that benefits the proposed development making connection.  This charge is authorized by Ordinance No. 8043 and would be in addition to any system development charges, special assessments, maintenance fees or other fees or charges.

 

Action Request.  Utilities Department staff requests authorization for the payment of $101,656.88 to Westar Energy for the extension of primary electrical service to the Pump Station 48 site. The construction of Pump Station 48, its associated forcemain and a portion of the upstream gravity sewer network is in accordance with recommendations in the 2003 Wastewater Master Plan and as directed by the City Commission on April 11, 2006.
