1      Approval of meeting Minutes

 

A Motion was made (Craft) to approve the August minutes as written. 

Motion was seconded (Chang)

Vote: Motion was passed unanimously. 

Mollie Mangerich will send on minutes to Tammy Bennett for inclusion in City Managers report and post on website. 

 

2    EPA GREEN POWER PARTNER – Sara Hill-Nelson, Bowersock Mills and Power Co.

The Board received a presentation by Sara Hill-Nelson, Bowersock Mills and Power Company.  A CD of her PowerPoint presentation is available to Board member upon request. Sarah Hill-Nelson spoke to the Board about the “green tags” program being marketed by Zephyr Energy.  Zephyr Energy is a regionally-based green tag mix of wind and certified lo-impact hydropower renewable resources.  Although green tags are marketed by other entities, it’s our understanding that the non-profit status of the Zephyr green tags allows for re-investment in the Lawrence community (e.g. solar installations at public buildings).

 

Green tag purchases are part of the process required to become an EPA Green Power Community and supports the U.S. Mayor’s Climate Protection Agreement, which the City of Lawrence has already committed to in an earlier action by the City Commission.  Commissioner Highberger asked the Board to discuss this issue and if deemed positive - consider sending communication to the City Commissioners in support of meeting the 3% green power purchase requirements necessary to become eliigible to become an EPA Green Power Community.  It is estimated that a one year contract for 870 green tags (which is the City’s calculated percentage of 3% of 2005 electrical usage) would cost $8,700. 

    

     Motion:  (Strecker) made the motion the RRCAB write a memo to the City Commissioners in support of meeting the 3% green power purchase requirements necessary to become eligible to become an EPA Green Power Community.

      Motion 2nd: (Poull)

      Vote:  Motion was approved unanimously.

     

□ ACTION ITEM: Chris Cobb will draft a memo of recommendation and route to the Board for comments/edits and approval.

 

3      Improving Residential Recycling Opportunities MEMO DRAFT (Poull, Routh)

□ ACTION ITEM: Daniel will send out revised recycling memo to Board for final review.  Upon approval by the board, Mollie will send onto city commissioners and management team.

 

4      Recycling Subcommittee Report

No meeting was held by the Recycling Subcommittee.

 

5      Energy Conservation Subcommittee Report – Kevin Dobbs

No meeting was held by the Energy Conservation Committe

 

ACTION ITEM: (Kevin had to leave board meeting early).  Mollie will follow up with Kevin for the Board to ask he communicate to Board the day, time and location of Steve Clark (Gould-Evans) speaking to the about benefits of green construction practices so that other members may plan on attending.

 

Discussion was held with John Craft regarding his memo (provided to Board at meeting) to encourage city commissioners to push review and adoption of International Energy Conservation Code.

ACTION ITEM: John will incorporate the Board’s comments to his memo, rewrite and submit to Kevin for his signature for formal memo to the city commissioners.

 

6         Follow up on research elements to “Energy Conservation Recommendations” MEMO OF DECEMBER 8, 2004 – (Dobbs)

 

BACKGROUND: Board members have chosen an element / specific energy conservation recommendation on the memo and will research and report back to the Board with findings and further recommendations.

 

Daniel Poull (Recommendation #4): Daniel with speak with Neighborhood Resources Division regarding status of this energy conservation recommendation made by the board in 2004.

Laura Routh (Recommendation #2): No Report.

Marie Stockett (Recommendation # 3): No Report

Jae Chang, Kevin Dobbs (Recommendation #7): No Report.

John Craft, Kevin Dobbs (Recommendation #1): See Action Item Above.

 

7      Home Energy Conservation Fair and Sustainable Homes Tour

Homes Tour Brochures were distributed.  Some board members signed up to volunteer their help during the October 8th event.  All Media, Speakers and workshops in place.

 

8      Waste Reduction and Recycling Report

Printed copy of monthly updates provided to Board.
