Project Description.
This project will reconstruct Kasold Drive from Peterson Road north to the KTA Bridge. The improvements include a wide single lane street in each direction with curb and gutter, landscaped median, roundabouts at Grand Vista Drive and Tillerman Drive, recreation path, sidewalk, and waterline.
Project History. This project was placed on the city’s Five-Year Plan with KDOT in April 2004 and has been on the CIP since 1999.
Project Status. This project was bid by KDOT on October 18, 2006. The apparent low bidder is King’s Construction in the amount of $3,496,518.13. The state is funding 80% of the construction and construction engineering and the city is responsible for 20%. The city will perform the construction inspection with city staff in the amount of $186,552.80.
Kasold Drive between Peterson Road and the KTA Bridge will be closed to traffic during construction. Residents living on the west side of Kasold will need to use Grand Vista Drive and Monterey Way to Peterson Road. Residents on the east side of Kasold will need to use access from Peterson Road. The residents in the Huntington Road/Calvin Drive area will be provided access using Grand Vista Drive and Monterey Way during the initial phase of construction. This project will be completed by November 2007.
The signal at Kasold and Peterson is currently flashing red in all directions. When this project begins, the signal will be placed into operational service.
Project Funding. The City Commission authorized on August 28, 2006 the adoption of Resolution No. 6678 for the issuance of bonds in the amount of $1,200,000 to fund this project. Utilities will pay for the water main portion. Projected city costs:

Action Request.
1. Authorize Mayor to sign Authority to Award Contract, Commitment of City Funds, in the amount of $1,100,000.00.
2. The state is requesting that the city execute an agreement for the inspection services being performed by the city on this project. Authorize the Mayor to execute the Construction Engineering Services Agreement with the Kansas Department of Transportation for Project No. 36-CP12-704(S), Kasold Drive, Peterson Road to the KTA Bridge.
