THREE (3) NON-CLOG SUBMERSIBLE SANITARY SEWERAGE PUMPS, INSTALLATION AND STARTUP – UTILITIES DEPARTMENT – #B06049
As part of the upgrade to pump station 44, located at 390 Queens Road and serving an area of northwest Lawrence, the Utilities Department requested bids for three submersible pumps to provide expanded pumping capacity. We received two bids but neither bidder met the specified operating point of 1526 gpm. The low bid from Power & Pump Equipment had a lower capacity pump (1275 gpm) and could not connect directly to the existing piping at the pump station as required. The second low bid from Douglas Pump proposed a pump (with a capacity of 1317 gpm) which does install without modifications to the existing piping.

Currently there are not pumps manufactured that can meet both the specified operating point and the installation requirements within the existing electrical, control, pump support and piping limitations of the pump station. However, staff has re-evaluated PS44’s service area, including existing and proposed developments, based on updated design criteria and find that the capacity of the pump bid by Douglas Pump will provide an adequate level of service at 1317 gpm. Additionally, modifications to the sanitary sewer system in the area, specifically the rerouting of PS18 from PS44 to the new PS48, have reduced the design flow to PS44, contributing to the ability to install a lower gpm pump. Based on this analysis, staff recommends the second low bidder for award. Funding will be provided by the non-bonded construction fund.
Recommendation Action:
Approve purchase of three (3) submersible sanitary sewerage pumps, installation and startup from Douglas Pump in the amount of $91,100.00.
