Scope of Services

 

I.                   PROJECT LOCATION AND DESCRIPTION

a.       Location:  Project is located on the south side of K-10 immediately west of O’Connell Road.

b.      Description:  Project is the addition of a eastbound right turn lane serving the K-10 & O’Connell Road intersection.  The design parameters that will be set by KDOT include taper, decel length, and pavement section.

 

II.                PRELIMINARY DESIGN PHASE

a.       Meet with City staff to determine specific project needs, criteria, budget, schedule, design budget, project limits and KDOT regulatory requirements.

b.      Perform design survey, tied to two section corners.  Survey must have a linear closure of 1:15,000 as determined by the American Congress on Surveying and Mapping.  Survey data will be provided to the City in digital format.

c.       Obtain information of utility companies with facilities within project limits.  Field locate and survey utilities.  Obtain utility depths where possible.  Perform utility coordination.

d.      Obtain pavement and subgrade recommendation from KDOT.

e.       Perform storm drainage analysis using current City Stormwater Management Criteria and review conclusions with City and KDOT as appropriate. 

f.        Perform preliminary turn lane layout, grading and cross-sections.  Create preliminary plans including typical sections and permanent and temporary traffic control.  Project shall comply with City of Lawrence Design Criteria for infrastructure improvements, A Policy on Geometric Design of Highways and Streets prepared by the American Association of State Highway and Transportation Officials (AASHTO), and the Manual of Uniform Traffic Control Devices prepared by the Federal Highway Administration (FHWA). 

g.       Plans shall be of standard vertical and horizontal scales, format and shall depict improvements, construction limits, existing features, City limits, and others.

h.       Project shall be tied to land corner control per the City’s standard scope of services.

i.         Submit preliminary plans to KDOT and City for review.

III.             FINAL DESIGN PHASE

a.       Meet with City to obtain and discuss review comments.

b.      Obtain KDOT review comments from various KDOT divisions.

c.       Prepare documentation for KDOT right-of-way permit, NPDES permit, and others.  Apply for permits or supply documentation to City as appropriate.

d.      Prepare final plans reflecting review comments and permitting conditions.  Submit final plans to City and KDOT for review.

e.       Prepare stormwater pollution prevention plans (SWP3) and submit to City for review.

f.        Compute final construction quantities and create and Engineer’s Opinion of Probable Cost.

g.       Assemble and standard details for the project.  Create non-standard details as necessary.   Incorporate into final plans.

h.       At a minimum, final plans shall include the following.

III.               Plan/profiles sheets

IV.              Permanent traffic control sheets

V.                 Construction traffic control sheets

VI.              Standard details

VII.            Drainage map

VIII.         SWP3 sheet

IX.              Cross sections

i.         Perform final utility coordination including meeting with utility companies as appropriate.

j.        Provide approval set of plans to City and Opinion of Probable Cost.  Provide mylar set of plans and digital set as detailed in Exhibit D in the original contract.

IV.            BIDDING PHASE

a.      Answer questions from bidding contractors.

b.      Conduct a pre-bid conference if required by City.

V.               CONSTRUCTION PHASE

a.      Following award of contract, attend a preconstruction conference for the project.

b.      Answer contractor questions during construction, regarding interpretation of the plans.

c.       Review and comment, or approve, contractor’s shop drawings and samples and the results of tests and inspections and other data which each contractor is required to submit for the purposes of checking for compliance with the design concept and conformance with the requirements of the contract documents.

d.      Provide mylar as-built drawings to the City reflecting deviations from design provided by City’s project representative and contractor.  Also provide in digital form.

VI.            GENERAL

a.      Provide schedule for services to City.

b.      Provide monthly progress reports as detailed in Exhibit C in the original contract.

c.       If no bid is received less than the engineer’s estimate plus 20%, the plans will be modified in an attempt to reduce the cost of the Project at no additional cost to the City.  The consultant will not be required to modify plans more than once without additional compensation.

d.      Consultant must notify the City of need for, and cost of, additional services prior to rendering them.

e.       All written documents must be in Word format.  Meeting notes shall be recorded by Consultant and copied to City.

f.        All drawings shall be prepared on standard 22” x 36” format.  Final mylar drawings shall be provided to City along with digital files of all pertinent project records, as detailed in Exhibit D in the original contract.
