SP-09-77-06: A site plan for 14 additional angled parking spaces within the W. 3rd Street right-of-way. Proposed location, along the north side of W. 3rd Street in front of the Kaw Water Treatment Facility, 720 W. 3rd Street. The site plan is being submitted to the City Commission for approval, instead of an administrative approval, as the City standard for a parking lot would normally not allow it to be placed within the street right-of-way. In this particular instance, there already are 11 angled parking spaces located to the east, which are within the street right-of-way.
The additional parking spaces will provide for safer parking of employee/city vehicles which park along the side of this street.
Historic Resources Review
The subject property is located within the 500 foot notification boundary of the Pinckney II Historic District and the Albert and S.T. Zimmerman House, National Register of Historic Places, and requires review under K.S.A. 75-2724. The Historic Resources Administrator has reviewed and administratively approved the proposed parking space improvements (DR-10-15-06).
Findings
Per Section 20-1305(j), the following 5 criteria are considered for a site plan approval:
1. The site plan shall contain only platted land;
The property was platted with the Final Plat of West Lawrence, filed in the Register of Deeds Office on April 26, 1869.
2. The site plan shall comply with all standards of the City Code, this Development Code and other adopted City policies and adopted neighborhood or area plans;
The proposed site plan does not comply with the city standards for parking lots. The City Commission will need to make a determination that the proposed 14 additional angled parking lot spaces are acceptable within the right-of-way at this location.
3. The proposed use shall be allowed in the district in which it is located or be an allowed nonconforming use;
The GPI (General Public and Institutional) District allows for a Water Treatment Facility and accessory uses subject to an approved site plan.
The proposed parking lot is considered an accessory use to the Kaw Water Treatment Facility.
On October 18, 1990, the City Commission approved site plan [SP-09-56-90] for the expansion of the Kaw Water Treatment Plant Facility.
On September 5, 2000, the Planning Director administratively approved site plan [SP-08-55-00] for the addition of a bulk carbon feed tank and building within the interior of the Kaw River Water Plant Facility.
4. Vehicle ingress and egress to and from the site and circulation within the site shall provide for safe, efficient and convenient movements of traffic not only within the site but on adjacent roadways as well and shall also conform with adopted corridor or access management policies; and
The vehicular ingress and egress to and from the parking lot site and circulation within the parking lot site provides for safe, efficient and convenient movement of traffic, both on the site and on adjacent roadways.
5. The site plan shall provide for the safe movement of pedestrians on the subject site.
The site plan approval provides for the safe movements of pedestrians within the site.
