Lawrence-Douglas County Health Board
CALL TO ORDER
The monthly meeting of the Lawrence-Douglas County Health Board was held Monday,
August 21, 2006. Chair Donna Bell called the meeting to order.
MINUTES
Tom Liebl moved that the Health Board approve revising the minutes of the July 17, 2006, meeting under “Recommendation regarding compensation plan,” by adding the word “will” to the second sentence. Carl McElwee provided the second and the motion passed.
UNFINISHED BUSINESS
2007 Budget Update
Kay Kent updated the Board regarding the 2007 Budget. The amount requested by the Health Department is included in the 2007 City and County budgets.
ACTIVITY AND FINANCIAL/VOUCHER REPORTS
Gladys Sanders moved that the Board accept the financial and activity reports for July. Tom Liebl provided the second and the motion passed.
Review and Update of Board Policies
Kay Kent reviewed sections of the current Health Board policy book and made recommendations on which policies need updating as well as policies that would be replaced with the new Employee Manual. The Health Board agreed by consensus to review these documents at upcoming Health Board meetings and if agreed upon, will approve at that time.
Staff recommended approval of the revised Employee Manual with an effective date of October 16, 2006, except for portions related to the new compensation plan, which would be effective January 1, 2007. After review and discussion, Gladys Sanders made a motion to approve the revised Employee Manual as written. Sherri Vaughn provided the second and the motion passed.
Director’s Report
1. Kay Kent provided an update on the Mumps outbreak. There are, as of today, 318 cases in Douglas County and 860 cases in the State of Kansas. There is a concern with schools starting again that it may spread.
2. Kay Kent reported that CDC researchers will meet with Watkins Student Health Center and Health Department staff on September 13, 2006, to report findings on their study of the mumps outbreak.
3. Kay Kent reported that on August 3, 2006, the first case of Cryptosporidiosis was reported in a local child care facility. Since then, five cases have been reported. There have also been four cases of Giardiasis reported with three of the cases testing positive for both diseases.
Other New Business
1. Kay Kent reported that due to IRS regulations, cell phone reimbursements must now be treated as taxable compensation. We currently pay designated employees $10 per month as a non-taxable payable item to use their personal cell phones for business purposes. In order for the employee to continue being reimbursed a net of $10 after taxes, the amount needs to be increased to $17 per month. Sherri Vaughn made a motion to approve the increase for the cell phone stipend from $10 per month to $17 per month beginning September 1, 2006. Gladys Sanders provided the second and the motion passed.
2. Kay Kent provided an update on pricing for flu vaccination which has increased. She recommended a charge of $16 for children under 3 and $21 for everyone else. She also recommended the fee for pneumonia vaccination be increased from $30 to $34. By a consensus of the Board, this was approved.
3. Kay Kent reported that the Health Department had been approached by our computer network consultant to exchange three hours of consulting time for a fully depreciated file server that had been replaced earlier this year. Kay recommended that the exchange be made. By a consensus of the Board, this was approved.
4. Chair Donna Bell provided an update to the Board on the Director search. The Health Board discussed with Donna sending out Request for Proposals similar to what the City has to firms identified as recruiters for Public Health searches.
5. The next Health Board meeting will be Monday, September 18, 2006, at 5:30 pm.
