RESOLUTION NO.  6688

 

A RESOLUTION AUTHORIZING CERTAIN PARK PROJECTS PURSUANT TO CHARTER ORDINANCE NO. 27 AND THE ISSUANCE OF GENERAL OBLIGATION BONDS TO PAY THE COSTS THEREOF.

 

WHEREAS, Charter Ordinance No. 27 of the City of Lawrence, Kansas (the "City") authorizes the issuance of general obligation bonds to pay for lands for public parks, public recreational areas, open space, and developing and improving the same; and

 

WHEREAS, the Governing Body of the City hereby finds and determines that it is necessary to make the following park and recreational area improvements.

 

BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF LAWRENCE KANSAS:

 

Section 1.       Pursuant to Charter Ordinance No. 27 of the City, Governing Body hereby finds that it is necessary and desirable to make the following park and recreational area improvements (collectively, the "Improvements"):

 

Replacement of the park shelter and restrooms and related improvements at Clinton Park (the "Clinton Park Improvements");

 

Construction of a road from the entrance to Sesquicentennial Point to the plaza located therein (the "Sesquicentennial Point Improvements");

 

Construction of a small park and linear trail system to connect to adjacent neighborhoods to be known as Greenbelt Park, near George Williams Way and Harvard Road (the "Greenbelt Park Improvements");

 

Extension of the existing linear park and trail, known as Burroughs Creek Trail, to east Lawrence between 23rd Street and 11th Street (the "Burroughs Creek Trail Improvements"); and

 

Addition of a new skate park feature to Centennial Skate Park (the "Centennial Skate Park Improvements").

 

Section 2.       The Governing Body hereby finds it necessary and desirable to authorize the issuance of general obligation bonds of the City pursuant to Charter Ordinance No. 27 to pay the costs of the Improvements, in a principal amount up to and including $900,000, not including costs of issuance or interest on temporary financing for said Improvements.

 


Section 3.       The City expects to make additional capital expenditures on and after the date of adoption of this resolution in connection with the Improvements and the City intends to reimburse itself for such expenditures with the proceeds of the bonds and/or notes in a maximum principal amount of $900,000.
