RE:

October 10, 2006 Agenda Item

Please include the following item on the City Commission consent agenda for consideration at the October 10, 2006 meeting:

Engineering Contract – Amendment No. 3 of the Engineering Services Agreement between Delich, Roth & Goodwillie, P.A. and the City of Lawrence, Kansas

This is an amendment to the July 22, 2004 Engineering Services Agreement between Delich, Roth & Goodwillie, P.A. (DRG) and the City of Lawrence, Kansas.

Project History

July 2004 – City hired DRG for Study Phase Services for the following Capital Improvement Projects at a cost of $24,238.

·         CS04-01, 02 (21st Ousdahl to 23rd Naismith Relief Sewer)

·         CS04-05 (24th and Crossgate Relief Sewer)

·         CS04-06 (Wakarusa and Harvard Relief Sewer)

December 2004 – Preliminary Report received, reviewed by City Staff.  The Preliminary Report concluded that several of the relief lines related to the above projects (specifically 21st and Ousdahl to 23rd and Naismith, and Wakarusa and Harvard) are not necessary, resulting in substantial savings of CIP funds.

January 2005 – City Commission approves Supplemental Agreement No.1 which includes a thorough study of two basins and nine sub-basins in the south and west portion of the City (see the attached map).  The study of these basins has provided evaluations and recommendations for the following CIP Projects:

Project

Year

Projected Cost

WR-6-1

2005

$763,000

WR-6-2

2005

$207,000

WR-6-3

2006

$1,675,000

June 2005 – Supplemental Agreement No.2 approved for installation of additional flow meters to support the study effort.

December 2005 – Staff begin evaluating options for increasing the level of sanitary sewer service to the Northwest Area of Lawrence.  Several options include directing additional flows to the Wakarusa and Yankee Tank basins included in the current study effort.  Staff requests, and DRG proposes to provide additional study phase services to include several defined options resulting in increased flows in DRG’s current study area.

Project Status.  The amendment proposed by DRG allowed for continued evaluation of the sanitary sewer basins identified in the attached map as initial options for providing sanitary sewer service to the Northwest Lawrence Area were evaluated.

Project Details.  The Scope of Services for this amendment includes the evaluation of options redirecting flow from the Northwest Area of Lawrence to the Wakarusa River and Yankee Tank Creek drainage basins.  Services include the hydraulic modeling of flows, the evaluation of impacts on the downstream infrastructure, comparison of the recommended improvements with and without the flows from the Northwest Area and cost estimates for each improvement identified.

Project Funding.  This project will be funded with CIP funds as provide for in the latest rate study and adopted rates.

Action Request.  Utility Department staff requests approval from the City Commission to authorize the City Manager to amend the existing engineering contract with Delich, Roth & Goodwillie, P.A., for $21,114.00 for extended evaluation of the Wakarusa River and Yankee Tank Creek sewage basin studies in conjunction with the evaluation of initial options for providing sanitary sewer service to the Northwest Lawrence Area.
