Please include the following item on the City Commission consent agenda for consideration at the October 10, 2006 meeting:
Enter into a design/build services contract with the design/build team of CAS Construction/Professional Engineering Consultants in the amount of $9,893,988.00 for the construction of Pump Station 48, its associated forcemain and a portion of the upstream gravity sewer network in accordance with recommendations in the 2003 Wastewater Master Plan and direction provided by the City Commission on April 11, 2006.
Summary. Based on the results of the completed preliminary design/build services agreement, staff has negotiated a lump sum with the CAS Construction/Professional Engineering Consultants design/build team for design/build services to complete the PS48 pump station, forcemain and gravity interceptor project. The general area involving the improvements is noted on the attached map. The results of Initial Design effort, Value Engineering and Cost Development process was summarized in a memo to Staff.
Efforts have been made by the team to incorporate local businesses and consultants as part of the project team. This is reflected in major work items being performed by Huxtable & Associates, RD Johnson Excavating and Professional Engineering Consultants.
Project Description. The project involves the design and construction of the sanitary sewer pump station identified in the 2003 Wastewater Master Plan as BC1PS1, currently designated Pump Station 48, its associated forcemain and a portion of the upstream gravity sewer network. This project was recommended as part of the adopted 2003 Wastewater Master Plan.
The construction of these particular infrastructure improvements will not only support growth in the Northwest Lawrence area, but will eliminate the need for anticipated sanitary sewer relief projects in the Peterson Road corridor. Two relief projects identified in the 2003 Wastewater Master Plan totaling $4,100,000.00 will not be required.
Project History. Based on the growth projections used in the 2003 Wastewater Master Plan these facilities were scheduled to be constructed in 2010. Growth in the area has progressed at a pace in excess of that identified in the 2003 Wastewater Master Plan. On April 11, 2006 staff presented information to the City Commission regarding the growth in this area and the need for the City to accelerate, and participate in, this project. Staff were directed to advertise for proposals for design/build services to complete the project.
Project Status. On April 13, 2006 the Utilities Department solicited proposals for design/build services for the design and construction of Pump Station 48, its associated forcemain and a portion of the upstream gravity sewer network.
On Monday May 1, 2006, in response to the Request for Proposals, the Utilities Department Staff received proposals from three design-build teams. Proposals were received from Burns & McDonnell/Garney LLC, CDM/Wolf Construction, and CAS Construction/Professional Engineering Consultants.
A review committee consisting of Department of Utilities staff evaluated the three proposals. Staff consistently ranked CAS Construction/Professional Engineering Consultants as the highest qualified team. The following criteria were used:

Past Experience with the City of Lawrence
On May 16, 2006 the City Commission authorized staff to negotiate a design/build contract with CAS Construction/Professional Engineering Consultants.
On June 20, 2006 the City Commission authorized staff to proceed, during the negotiation of the preliminary design/build services agreement, directly with Professional Engineering Consultants in the amount of $290,800.00 to perform preliminary field investigative work items critical to maintaining the current aggressive design/build schedule.
On July 11, 2006 the City Commission authorized the City Manager to enter into an agreement for preliminary design/build and surveying services in the amount of $403,000.00 as the first part of the project.
As of September 29, 2006 the preliminary design/build services contract has been satisfactorily completed and the CAS Construction/Professional Engineering Consultants design/build team have presented a lump sum for final design and construction of the project.
Following authorization to enter into an agreement for design/build services, equipment procurement and construction will begin immediately. Staff anticipates completion of the project in August of 2007.
Project Funding. Funding for the project will initially come from Utility Department funds. The cost of the project will be shared by developments benefiting from these infrastructure improvements through the future payment of a connection charge. This charge will be based on the flow contribution from the proposed development and the constructed cost for the portion of the project that benefits the proposed development making connection. This charge is being authorized by Ordinance No. 8043 on tonight’s agenda and would be in addition to any system development charges, special assessments, maintenance fees or other fees or charges.
Action Request. Utilities Department staff requests authorization for the City Manager to enter into a design/build services contract with the CAS Construction/Professional Engineering Consultants team in the amount of $9,893,988.00 for the construction of Pump Station 48, its associated forcemain and a portion of the upstream gravity sewer network in accordance with recommendations in the 2003 Wastewater Master Plan and as directed by the City Commission on April 11, 2006.
