Kasold North Reconstruction Project: Peterson to KTA Bridge

KDOT Project #23U-2040-01

 

City legal staff has been working to acquire the needed rights-of-way and easements for the Kasold north reconstruction project since early spring of this year.  This project is set to bid by KDOT in October.  Additional takings were needed on 11 properties and all have been acquired to date through negotiation.  This project involves the reconstruction of Kasold Drive from Peterson Road to the KTA Bridge.  The project plans call for the installation of two roundabouts, one at Grand Vista Drive and the other at Tillerman Drive (see attached map).  A 10’ concrete recreation path will be installed along the west side of Kasold with the project.   At the locations of the roundabouts, various additional pedestrian easements and rights-of-way were needed.

 

At the Tillerman Drive roundabout on the property at 600 N. Stonegate, an additional 505 sq. ft of right-of-way, 1,012 sq. ft. of pedestrian easement, and a 815 sq. ft. temporary construction easement is required.  The property owner had concerns about existing landscaping, sprinkler systems and fencing that will be impacted by the project.  The City contracted with Mark Boettcher of Appraisal Dynamics, to conduct an appraisal of the takings, and the property owner has accepted the valuation indicated by the appraisal report of approximately $7,000 for the easements and rights-of-way.  Independent bids were provided for replacement of the cost to cure items of fencing, landscaping and sprinkler systems amounting to an additional $17,000.

 

Action Requested

Authorize purchase of required takings and compensation of cost-to-cure items from Christine Valcich, 600 N. Stonegate in the amount of $24,000.
