Receive Aviation Advisory Board Recommendations
At their October 4, 2006 meeting, the Aviation Advisory Board reviewed the following items and made recommendations as noted below:
· Following a previous presentation by City staff and Board discussion, applications for funding were submitted to the KDOT Airport Improvement Program (AIP). Each year of this program, KDOT provides $3 million in matching funds for a variety of projects at airports throughout the state. The Board agreed with these staff recommended projects:
1. Construction of concrete apron and drainage flume, overlay of west apron. This project would provide better drainage to the area as well as improve the overall condition and surface of the apron. Project estimate: $65,000
2. Slurry seal airport terminal apron. Subsequent to the apron pavement rehab and marking project that was completed in 2001, it is now appropriate to slurry seal the pavement in order to extend the useful life of the apron. Project estimate: $131,500
The AIP allows for a State/Sponsor match, which is determined by the sponsor’s population. Projects approved for Lawrence would require a 50% match. The applications submitted for these two projects are for FY July 1, 2007 – June 30, 2008. If either/both projects are approved for KDOT funding, City staff would seek City Commission approval to provide the sponsor’s match in order to proceed with the project.
The Aviation Advisory Board recommends City Commission consideration of funding of these submitted KDOT AIP projects, as appropriate.
· Herb Baker, an LHS graduate returning to Lawrence the weekend of 10/14-10/15 for a class reunion, proposed two items for Board consideration:
1. Permission to conduct a 15 minute air show for classmates on Sunday, October 15 at the Lawrence Municipal Airport;
2. Permission to conduct a community air show event later that same day, to coincide with other aviation related events that might be organized to showcase the airport.

The Aviation Advisory Board discussed both requests and recommends that the first item is appropriate, provided that FAA process/approval and insurance requirements are met. However, the lack of time to organize a community show (additional displays, promotions, security, crowd control, etc.) led the Board to recommend denial of Mr. Baker’s second request. Board and staff members will be present to assist Mr. Baker with this class reunion event on October 15th.
City Commission Action: Receive Aviation Advisory Board recommendations, as described above, and approve, as appropriate.
