A.        SUMMARY

 

SP-08-72-06: A site plan for a temporary parking lot during construction of building addition to West Jr. High School. Proposed location, west side of intersection of Schwarz Road and Yale Road. Submitted by Landplan Engineering for USD 497, property owner of record.

 

B.        GENERAL INFORMATION

 

Current Zoning and Land Use:

GPI (General Public and Institutional) District; West Jr. High School and Sunset Hill Elementary School.

 

 

Surrounding Zoning and Land Use:

 

RS7 (Single-Dwelling Residential) District to the east, GPI (General Public and Institutional) District to the north and south of the proposed temporary parking lot; developed single-family residential neighborhood across Schwarz Road, Sunset Hill Elementary School to the north and West Jr. High School to the south.

C.        SITE SUMMARY

Project:

 

Temporary gravel parking lot for approximately 30 vehicles.

 

Staff Recommendation: The City Commission would need to make a determination that a temporary gravel parking lot during the construction of the school addition is acceptable. If approved, Planning Staff would recommend the following condition:

 

  1. Upon the certificate of occupancy for the new addition to West Jr. High School, the temporary parking lot will be removed with the following replacement actions: gravel from the parking lot will be removed; area will be graded and reseeded with grass; asphalt drive and curb cut on Schwarz Road will be removed; and a concrete curb and gutter reinstalled.

 

 

 

D.        STAFF REVIEW

 

As part of the recently approved school bond, USD 497 will be constructing 27,288 square foot of building additions to the West Jr. High School building located at 2700 Harvard Road.

 

USD 497 is requesting site plan approval of a temporary gravel parking lot for the teachers in West Junior High during the construction of the new addition. Some of the existing parking lot is being used for staging areas for construction equipment and materials. The temporary parking lot will help to alleviate teachers from having to park on the side of streets in the surrounding neighborhood. Approximately 30 parking spaces will be provided within the temporary parking lot, which would have a size of 61’ x 153’.

 

The temporary parking lot is on the USD 497 school property and would be located halfway between West Jr. High School and Sunset Hill Elementary School. A 25’ wide asphalt drive access will be provided on the west side of Schwarz Road, just north of the intersection with Yale Road. According to the site plan application, the temporary parking lot would be removed by next April, 2007.

 

The site plan is being submitted to the City Commission for approval, instead of an administrative approval, as the City Standard for a parking lot would normally require it to be paved, landscaped, and have a concrete curb and gutter around the perimeter and be accessed with a concrete driveway apron.

 

Findings

 

Per Section 20-1305(j), the following 5 criteria are considered for a site plan approval:

 

1. The site plan shall contain only platted land;

 

The property was platted with the Final Plat of West Junior High/Sunset Hill School Addition on February 1, 2006.

 

2. The site plan shall comply with all standards of the City Code, this Development Code and other adopted City policies and adopted neighborhood or area plans;

 

The proposed site plan does not comply with the city standards for parking lots. The City Commission will need to make a determination that the temporary use of the gravel parking lot is acceptable during the construction of the school addition.

 

The following standards would not be observed for the temporary parking lot: use of gravel rather than paving, no parking lot landscaping, asphalt driveway apron rather than concrete, no curb and gutter around perimeter of parking lot.

 

If the City Commission approves the site plan, the following condition is recommended, “Upon the certificate of occupancy for the new addition to West Jr. High School, the temporary parking lot will be removed with the following replacement actions: gravel from the parking lot will be removed; area will be graded and reseeded with grass; asphalt drive and curb cut on Schwarz Road will be removed and a concrete curb and gutter reinstalled.”

 

3. The proposed use shall be allowed in the district in which it is located or be an allowed nonconforming use;

 

The GPI (General Public and Institutional) District allows for public schools and accessory uses subject to an approved site plan.

 

The proposed temporary parking lot is considered an accessory use to the West Jr. High School.

 

On January 10, 2006, the City Commission approved a site plan [SP-11-91-05] for 27,788 sq. ft. of one-story building additions to West Jr. High School (with the existing portable classrooms to be removed upon completion of addition).

 

4. Vehicle ingress and egress to and from the site and circulation within the site shall provide for safe, efficient and convenient movements of traffic not only within the site but on adjacent roadways as well and shall also conform with adopted corridor or access management policies; and

 

Schwarz Road is a one-way street, accessed from the north. The proposed asphalt driveway access will be 25’ in width and the parking lot aisle width will also be 25’ wide, which meets the parking lot dimension standards. The vehicular ingress and egress to and from the parking lot site and circulation within the parking lot site provides for safe, efficient and convenient movement of traffic, both on the site and on adjacent roadways.

 

5. The site plan shall provide for the safe movement of pedestrians on the subject site.

 

No changes to the existing pedestrian movements are being proposed with this site plan. The prior site plan approvals provide for the safe movements of pedestrians within the site.
