The purpose of this memo is to provide support to the National Plug-In Partner Campaign and encourage our city to participate in this national grass-roots initiative to demonstrate to automakers that a market for flexible-fuel Plug-in Hybrid Electric Vehicles (PHEV) exist today.
 
The Recycling and Resource Conservation Advisory Board recognizes the inherent environmental benefits of using hybrid technology.  The prospect of enhancing hybrid systems to better utilize stored electricity instead of gasoline holds promise for the reduction of greenhouse gas emissions as well as increasing fuel economy.
 
The Recycling and Resource Conservation Advisory Board request the city consider some appropriate level of participation in the campaign as described within the Campaign Marketing Plan (e.g., resolution and issuance of a „soft‰ fleet order commitment).  These actions would communicate to automakers that governmental fleet buyers are seriously interested in purchasing PHEVs.
