City of Lawrence

TRAFFIC ENGINEERING DIVISION

MEMORANDUM

TO:              Charles Soules, Director of Public Works

                   Terese Gorman, City Engineer

FROM:         David Woosley, Transportation/Traffic Engineer

DATE:           30 August 2006

SUBJECT:     19th Street & Tennessee Street

At the August 14, 2006, Traffic Safety Commission meeting, the commission heard a request from the Pedestrian Advisory Sub-Committee to post NO TURN ON RED WHEN PEDESTRIANS ARE PRESENT on southbound Tennessee Street at 19th Street.

A review of the highest pedestrian crash locations during 2003-2005 found this intersection to have the clearest crash pattern in the city.  During this time period there were three pedestrian crashes reported; all three involved southbound vehicles turning right on red.

The commission voted 7-1 in favor of recommending posting appropriate signs; one commissioner felt that current laws and ordinances covered the situation and didn’t feel that one crash per year was out of proportion.
