Partners for Lawrence Athletics and Youth (PLAY)

 

 

 

          The Partners for Lawrence Athletics and Youth (PLAY) committee has met numerous times since Bonnie Lowe met with the City Commission and other elected bodies during the winter months to present this concept and request funding to conduct a needs assessment and feasibility study of athletic facilities and sports programs in Lawrence.

 

          An 18-member committee was formed and made up of:  Mark Buhler, Dave Corliss, Fred DeVictor, Rick Gammill, Mike Grosdidier, Sue Hack, Paige Hofer, Bonnie Lowe, Pam Madl, Julie Manning, Scott Morgan, Wayne Osness, Linda Robinson, Bob Sanner, Chris Schumm, Ernie Shaw, Doug Stremel and Doug Vance.

 

          At these meetings goals were finalized and a request for proposals was created that was sent out in May.  Six proposals were received by the June 12th deadline.  Costs for the proposals ranged from $58,500 - $99,000.  The maximum budget for this project, which is being funded by the City of Lawrence, USD 497, Douglas County and Chamber of Commerce, is $63,000.  A sub-committee of the PLAY committee reviewed and screened the proposals by early July.

 

Five firms/teams were interviewed by the sub-committee on July 27th.  These firms were:  Bucher, Willis & Ratliff Corporation, K.C., MO, Gould Evans Associates; GLPM Architects, Inc.; PROS Consulting LLC, Indianapolis, IN and Treanor Architects P.A.  The firm not interviewed was KPMG, LLP, Tampa, Florida.

 

            We are recommending we enter into a contract with Treanor Architects, which created a partnership with Landplan Engineering, Greenplay, LLC and Richard Caplan and Associates to conduct a feasibility study and needs assessment of sports and athletic facilities in Lawrence and not to exceed $63,000.

 

          The contract and scope of services, which has been reviewed by the City’s Legal Department, is attached for your review.
